- Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 6120 Executive Blvd. EPS Room 6074, Rockville, MD, 20852, UNITED STATES Description The National Cancer Institute (NCI), Laboratory of Molecular Pharmacology (LMP), plans to procure on a sole source basis services from Dr. Stephen J. Lippard, 975 Memorial Dr., Unit 602 Cambridge, MA to complete a Fogarty Scholar Fellowship for NIH Intramural Programs. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification System code is 541380 and the business size standard is $12.0 Million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. It has been determined there are no opportunities to acquire green products or services for this procurement. Period of Performance shall be for six (6) months from date of award. The Laboratory of Molecular Pharmacology (LMP) is an intramural research program of the National Cancer Institute (NCI), National Institutes of Health (NIH) that explore possible connections between molecular biology alterations that drive malignant cell proliferation and potential avenues for therapy. The Division has a need for a chemist with expertise in anticancer drug, and especianum derivatives. The Contractor shall study the biological activity of the novel platinum derivatives in the 60 cancer cell lines of the CI-DTP Anticancer Screen. The Contractor shall study the DNA damage responses and DNA repair pathways involved in the cellular effects of the novel platinum derivatives. The Contractor shall study the drug penetration and efflux of the new platinum derivatives and the implication of these mechanisms in drug resistance. Dr. Stephen Lippard has been awarded a NIH Fogarty Scholarship in the NIH Intramural Program This fellowship was awarded after critical review by the NIH Fogarty Scholar Review Committee on November 2, 2011. Dr. Lippard is a unique individual. He is a world-renowned chemist with an interest in development and evaluation of chemotherapeutic drugs, especially platinum-based compounds. He is the Arthur Amos Noyes Professor of Chemistry and former Chair of the Department of Chemistry at the Massachusetts Institute of Technology. Dr. Lippard's expertise in platinum-based compounds, his publication history and leadership experience combined with his understanding of brca1/53bp1 deficient cells make Dr. Lippard uniquely qualified to serve as a consultant who can analyze the laboratory's current research and provide creative, scientifically sound research options for the laboratory to pursue. This notice is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Capability statements must be received in the contracting office by 11:00 AM EST, on January 23, 2012. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
