- This announcement constitutes a Sources Sought notice for the Department of Veterans Affairs VISN 7 Network Contracting Activity. The following information is provided to assist the Department of Veteran Affairs VA Medical Center Augusta, GA in conducting Market Research of Industry to identify potential Service Disabled Veterans Owned Small Business or Veterans Owned Small Business contractors to provide the requirement as stated in the Statement of Work. The applicable NAICS code is 335311and size standard 750 employees. Federal Acquisition Regulation (FAR) provision 52.211.6 Brand Name or Equal applies to this acquisition. Vendors shall comply with FAR provision 52.211-6 if submitting other than the brand name products. The Government does not intend to make an award on the basis of this Sources Sought notice or otherwise pay for the information solicited herein. This notice is for the purpose of identifying potential sources and does not commit the government to make an award and/or issue a solicitation. Interested and qualified firms should submit pertinent information on their capabilities to provide the above mentioned services, including company name, address, telephone number, contact point and DUNS number of your firm. Email: iridious.ruise@va.gov Performance Statement of Work 80 KVA, UPS Liebert OBJECTIVE: The objective of this contract shall be to furnish all labor, material supplies and equipment to remove existing 50 KVA, UPS, three battery storage cabinets, batteries, bypass switch, distribution panel and install 80 KVA, UPS, bypass switch, distribution panel, one FDC cabinet in computer room to provide additional electrical receptacles in the computer room located at the Central Alabama Veterans Health Care System (CAVHCS), Montgomery campus. SITE VISIT: Bidders are encouraged to visit the site prior to bid submittal. The site visit shall be for the purpose of observing first hand any conditions relevant to the completion of this electrical work. No consideration will be given to claims based on a lack of knowledge of the existing conditions, except where contract documents make definite provisions for adjustment in cost or extension due to existing conditions not readily foreseeable. The site address is: 215 Perry Hill Road Montgomery, Alabama 36109 Engineering Building # 7 HOURS OF WORK: The hours of work shall take place during the normal business hours of 8:00 AM and 4:30 PM, Monday through Friday, Federal Holidays excluded for all field piping, wiring and associated work not associated with a power outage. The removal of existing UPS and installation of new UPS along with final power connections will be scheduled on Saturday and Sunday, 8:00am to 4:30pm, by the Maintenance Supervisor, (COTR) five days in advance of installation. CONTRACTOR RESPONSIBILTY: 1.Perform all work in accordance with current National Electrical Code hereafter referred to as NEC. 2.Provide and install approximately 210 ft. feeder line, 480 volt, three phase 60 hertz from room GD-153 to computer UPS room bypass switch, using appropriate wire size, conduit, fittings, connectors, supports, and breaker to feed 480 volt, three phase, 400 amp. 60 hertz bypass switch in accordance with NEC. 3.Provide and install one 400 amp, 480 volt, three phase bypass switch in computer UPS room. 4.Provide and install one 84 circuit Feeder Distribution Center cabinet to accept bolt in breakers of sufficient volts, amps and size to accommodate 84 circuits in computer room. 5.Provide and install approximately 35 ft. feeder line, wire, supports, conduit, fittings, connectors, couplings, and breakers to feed, Feeder Distribution Center in computer room from UPS distribution panel in computer UPS room in accordance with NEC. 6.Provide and install one 400 amp. 120/208 volt 3 ph. distribution panel with shunt trip breaker to feed existing distribution panel circuits in UPS computer room, Feeder Distribution Center, and panels LC-2403, LC-2406 and HC-2401, with connected control wiring to emergency shut off switch, located in computer room 1E-109-D, in accordance with NEC. 7.Provide and install one 75 KVA, 480 volt, 3 ph; 120 / 208 step down transformer to bypass switch located in UPS computer room. Transformer to connect to new feeder line from room GD-153 to bypass switch and wired appropriately in wire size, conduit, or flex in accordance with the NEC. 8.Provide and install one 112 KVA, 480 volt, 3ph; 120 / 208 step down transformer from 80 KVA UPS to new UPS distribution panel located in UPS computer room, using proper wire size, conduit or flex in accordance with NEC. 9.Provide and install one 49 inch battery cabinet with batteries, connected to 80 KVA, Liebert UPS, compatible to UPS with a hold time of approximately 33 minutes during power failure. Battery cabinet and UPS shall be joined together as to be one unit, sheet metal furnished and installed where necessary to prevent electrical shock hazard. 10.Provide and install fire rated compound around all penetrations, walls, floors, conduits, etc. 11.Contractor to remove old UPS, battery cabinets and batteries and deliver battery cabinets and UPS to CAVHCS, building 13 storage area and batteries to CAVHCS, building T-27 HAZ-MAT area for CAVHCS disposal. 12.Provide start up on the UPS by Liebert Factory Technical Services. 13.Install one 80 KVA UPS furnished by CAVHCS in UPS computer room. 14.Contractor to ensure that any ceiling tile removed for conduit installation, etc. is replaced in ceiling grid prior to leaving project on a daily basis. 15.Contractor to ensure work area is clean of debris and dispose of daily. 16.Contractor to notify Maintenance Supervisor (COTR) immediately of any injuries or accidents and seek medical attention. 17.Reconnect harmonic filter in UPS computer room. 18.Upon completion system to be inspected, tested, placed on line and operate at maximum efficiency. CAVHCS Furnished Equipment 1.One 80 KVA, 480 volt 3ph. 60 hz. Liebert UPS. CONTRACTOR QUALIFICATIONS: "Vendor needs to be registered with and have a Dunn & Bradstreet number. "Also they will have to be registered with and have a CCR number. "Hold a General Contractors license in the state of Alabama. WARRANTY: Contractor shall provide warranty on the integrity of parts and equipment installed. The warranty period shall be for one (1) year after completion of work. NOTES: "Wire as appropriate in size shall be copper, stranded, THW, THN, or THHN type as listed in NEC wire table. "Compression fittings shall be used in all conduit applications. "Any work requiring "core drilling" shall be accomplished on the weekend between 8:00 am and 4:30 pm. "Contractor shall be required to obtain a security clearance a minimum of two weeks prior to starting the installations required for this contract. This process shall be inclusive of photo identification and fingerprinting necessary for obtaining a security badge. Contractors shall wear their badge at all times. "The badge process requires that the contractor present two federal or state issued forms of identification; may be a drivers' license and social security card, etc., "The badge process shall be approved prior to commencing with any contract activities. Badge approval may be administered at any VA Medical Center; if this (Central Alabama Veterans Health Care System) is not the closest VA facility to the contractor.
