- 1.0 ABSTRACT 1.1 Machine CAT-D399 engine blocks, inspect, preserve and crate all engine equipment in accordance with OEM specifications for long term storage. 2.0 REFERENCE(S) / ENCLOSURE(S): 2.1 Caterpillar Parts Manual UEG0648S-03 for D399 Marine Engines 3.0 ITEM DESCRIPTION / QUANTITY / LOCATION 3.1 Description: Caterpillar D399 Engine Blocks & Crankshafts 3.2 Quantity: Two (2) Engine Blocks, Four (4) Crankshafts, One (1) Oil Pan 4.0 GOVERNMENT FURNISHED EQUIPMENT / MATERIALS / SERVICES 4.1 Two (2) Engine Blocks 4.2 Four (4) Crankshafts 4.3 One (1) Oil Pan 5.0 NOTES 5.1 The contractor and all subcontractors, regardless of tier must consult the General Technical Requirements (GTR) to determine applicability to this work item. In performance of this work item, the contractor and all subcontractors regardless of tier must comply with the requirements of all GTRs. 5.2 All work specified in this item shall be accomplished under the guidance and supervision of the Manufacturer's Representative and in accordance with all OEM requirements and recommendations. 5.3 MSC Representative will provide on-site direction for identification of parts to be machined / turned in for core credit. 5.4 All work and new parts must meet ABS requirements and clearly marked/labeled as required in the ABS rules. 6.0 QUALITY ASSURANCE REQUIREMENTS: 6.1 Prior to preservation and crating the contractor will coordinate with government technical representative for inspection of equipment. 7.0 STATEMENT OF WORK 7.1 Thoroughly open and inspect all material against OEM specifications and report. 7.2 Provide all labor and materials to machine one (1) engine block. 7.2.1 Completely chemically clean engine block. 7.2.2 Machine both deck surfaces in accordance with OEM specifications. 7.2.3 If cracking is present in counterbores, they will need to be re-cut, possibly for shims, in accordance with OEM specifications. Align bore and saddle measurements should be checked 7.2.4 Preserve engine block for long term storage and shrink wrap. 7.3 Preserve second engine block for long term storage and shrink wrap. Chemically clean, preserve and shrink wrap engine block. 7.4 Turn in one (1) crankshaft (IDENTIFIED BY CUSTOMER) for core credit. Procure one (1) new OEM crankshaft and fully preserve for long term storage and shrink wrap. 7.5 Clean second crankshaft, polish, magnetic particle inspect, check for straightness and measure journals to ensure with OEM specifications. 7.6 Remove oil pan from EXISTING crate, clean, paint and preserve and return to crate THE SAME CRATE. 7.7 Crate blocks and crankshafts 7.7.1 Crate two (2) engine blocks in internationally certified wooden crates 7.7.2 Crate four (4) crankshafts in internationally certified wooden crates (the two (2) remaining crankshafts only need to be REMOVED FROM EXISTING CRATES AND re-crated). Crates should provide adequate support over the entire length of the crankshaft. 7.7.3 Clearly label all crates on all sides with part number, engine series, packing date and condition. Inspection reports for each piece of equipment should be included in the crate along with the piece of equipment. Report shall be enclosed in a waterproof container. The exterior of the crates shall be marked with a weatherproof marking method. 8.0 GENERAL REQUIREMENTS: All materials (two (2) engine blocks, four (4) crankshafts, and one (1) oil pan are physically located at Cheatham Annex. Prospective vendor shall retrieve said items from Cheatham Annex, transport them to their facility to perform the requires service and return all materials (two (2) engine blocks, four (4) crankshafts, and one (1) oil pan in their crates per paragraphs 7.7.2 and 7.7.3 to Cheatham Annex, Williamsburg, VA.
