Description
The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate on a non-competitive basis with Dover Engineered Systems, Inc./Kahr Bearing Division, Tucson, AZ, for the manufacture, delivery, installation, and calibration of the Variable Spectrum Airframe Bearing (VSAB) Test System (110-KIP-Multi-Access Equipment). The VSAB Test System shall be capable of testing four (4) airframe bearings simultaneously and independently and capable of testing all dynamic loads, range of oscillation angles, and cyclic frequencies required by the AS81819 SAE standard. It shall utilize a hydraulic system, for imposing the loads and motions, that does not exceed an ambient noise level of 75 db (A), and have software that controls the machine and provides data output from the testing. It shall have the means for temperature recording and include software and hardware for bearing wear measuring and recording and holders and pins for AS81819 sized bearings. The Government intends to procure the above items under the authority of 10 USC 2304 (c) (1), FAR 6.302-1. The Government does not possess rights to the data to permit full and open competition. All responsible sources are encouraged to submit a proposal in writing that may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the response to this notice is solely within the discretion of the Government.
