- SUBMISSIONS ARE DUE NO LATER THAN NOON ON THE 3RD OF FEBRUARY 2012, SEEATTACHED.PDF FORM FOR MORE INSTRUCTIONS. The Space and Naval Warfare Systems Center (SPAWARSYSCEN) Atlantic, AdvancedTechnology Branch (Code 52130) is seeking information on commercialoff-the-shelf ruggedized computing devices that support emergency responders.Growing demands on response agencies to operate while mobile and from remotelocations has increased the need for computing devices that are capable ofoperating in various field environments. These devices may be used for avariety of data entry, management, and sharing purposes in support of incidentmanagement and emergency response functions. They may include computerlaptops, tablets, and other devices that are hand carried or equipped to theresponder; mounted in an emergency or command vehicle, boat, or aircraft; orconfigured for other types of deployments. This RFI announcement seeks information on ruggedized computing devices.Devices are applicable to this announcement if they include features thatimprove the ruggedness and usability of computers in various field environmentsother than an office setting. Example features including special coatings,sealants, and materials, as well as shock mounted components, free-fallsensors, and solid-state drives that allow computers to be exposed to one ormore environmental and operational factors such as: (1) Liquids and humidity;(2) Foreign objects and dust; (3) Extreme temperatures; (4) Various types ofcontact; and (5) Vibration and shock.Devices may contain built-in features that support their usability in the fieldsuch as glare-resistance screens, touch screens, and backlit keyboards.Devices may also be tested for compliance to one or more of the MilitaryStandard 810-F/G specifications. Accessories and storage devices such as caseenclosures and skins are not applicable to this RFI announcement. The U.S.Department of Homeland Security (DHS) Authorized Equipment List (AEL) itemnumber and description for this equipment is 04HW-01-MOBL, Computer, MobileData, which is defined as mobile computer devices used for data upload anddownload, as well as local data entry. These devices may be mountedpermanently in vehicles and operate from a Direct Current (DC) power supply.The target audience for this information is the emergency responder community,including any public safety discipline or organizational unit with incidentmanagement and emergency response duties. All submittals should be suited tothis target audience. Review of this information is being performed as part ofthe U.S. Department of Homeland Security (DHS) System Assessment and Validationfor Emergency Responders (SAVER) Program, which aims to conduct objectivecomparative assessments of commercial equipment and systems and provide thoseresults to the emergency responder community. All information received will be treated as public knowledge and may be used inSAVER Program documentation; therefore, vendors should not submit proprietaryinformation in response to this RFI. Specific information sought includes:1. Company information, including name, address, and URL.2. Type of vendor (e.g., manufacturer, distributor).3. Point of contact for follow-up information.4. Product name and brief description.5. Cost information. The submitted information will be evaluated for potential inclusion in SAVERprojects. If a SAVER project on this type of equipment is executed, theequipment selection will be based upon a number of factors, including emergencyresponder surveys and responder focus group inputs. Consequently, follow-uprequests for feedback should not be made through the Federal BusinessOpportunities posting agency. Vendors may be contacted following submissionfor more detailed product information. Vendor provided information may bereformatted for publication in SAVER Program documents. SUBMITTALS: Respondents are required to complete and submit the attachedproduct summary questionnaire (RUGGED_RFI_Questionnaire) for each productfollowing the instructions on the first page of the questionnaire.The questionnaire is located at the link at the end of this posting(https://e-commerce.sscno.nmci,navy.mil in the SSC Atlantic folder underSpecial Notices).
