- This posts the individual Justification and Approval document for other than full and open competition to extend existing Combat Survivor Evader Locator (CSEL) Contractor Logistics Support (CLS). The CSEL Joint Program Office (JPO), Space & Nuclear Networks Division, Electronic Systems Center (ESC/HNS) located at Hanscom AFB, MA, extended CLS for all parts of the CSEL system. The CSEL system, composed of three segments, Over the Horizon (OTH), Ground, and User, which includes the AN/PRQ-7 Hand Held Radio (HHR), was designed under a development contract, let in 1996, to The Boeing Company, Inc. (Huntington Beach, CA). The Boeing Company is the current prime contractor for the development, production and sustainment of the CSEL system.The period of performance for this sustainment effort began on 1 January 2012 and lasts six (6) months, with one (1) six (6) month option. This notice shall not be construed as a commitment by the Government, nor does it restrict the Government to a particular acquisition approach.
