- POC Robin Yavuz, USTDA 1000 Wilson Boulevard, Suite 1600 Arlington, VA 22209-3901 Tel: (703) 875-4357 Fax: (703) 875-4009 ***Please do not contact contracts office*** Proposal Submission Place: Ms. Do Thuan Vi Middle Airports Corporation Da Nang International Airport Da Nang City, Vietnam Phone: +84.511.3823397 (extension 393) or +84-989963606 Fax: +84.511.3823393 The Grantee invites submission of qualifications and proposal data (collectively referred to as the "Proposal") from interested U.S. firms which are qualified on the basis of experience and capability to provide technical assistance to Middle Airports Corporation (MAC) that will assist MAC in evaluating the transformation of Chu Lai Airport in Vietnam into a regional air cargo hub while expanding Chu Lai to accommodate increased passenger traffic, with an emphasis on the former. The International Air Transport Association (IATA) estimates that Vietnam could become the world's third fastest growing market for international passengers and freight traffic, and the second fastest for domestic passengers by 2014. Demonstrating this potential, Vietnam has plans to build or expand over 40 airports over the next 20 years. U.S. industry and foreign competitors have identified ten airports, which includes Chu Lai, that offer the most immediate and realistic commercial opportunities. Located between two growing industrial provinces, Quang Nam and Quang Ngai, Chu Lai airport was originally used as a U.S. military base and opened as a civilian airport only in 2005. While today it serves approximately 40,000 passengers per year with 8-12 flights daily, the neighboring provinces have industrial business that include textiles, petrochemicals, steel lamination, shipbuilding, cement production and aluminum production with plans to expand industrial operations to an additional 35,000 hectares by 2025. Additionally, Quang Nam is home to two World Heritage sites attracting a growing number of tourists visiting the historical city of Hoi An and My Son ruins. Since 1991, Quan Nam's tourism has grown from 100,000 to 2.4 million visitors in 2010, and airport needs present a passenger growth demand and for Chu Lai. To support growth, the provinces have developed infrastructure projects including highway access, deep seaport terminals, and economic trading zones connecting Chu Lai airport to the Ky Ha Port. In anticipation of expanded industrial airfreight needs, the Prime Minister has approved a program to expand Chu Lai airport. Although, the plans include passenger terminal expansion, the government has emphasized regional cargo services given the trading opportunities with neighboring Thailand, Laos and Cambodia. Although MAC has received government approvals for the Chu Lai master plan, it needs to be further detailed to reflect realistic growth potential, considering the close proximity of the Da Nang airport. The Chu Lai master plan recommends two phases of development from 2015 to 2025 with a goal of providing capacity to four million passengers and five million tons of cargo. The first phase will develop the east side of the airport and include a second runway, taxiways, cargo terminal, navigation equipment, fire services, administrative/operational facilities and capacity for 25 aircraft at one time. The second phase will focus on the west side of the airport and increase capacity to handle 46 aircraft. The proposed feasibility study would assess the potential passenger and cargo traffic, develop a business case for expanding the airport with emphasis on cargo services, identify the infrastructure and equipment requirements, establish a financial plan and phased investment program, identify potential private sector partners with emphasis on a build-own-transfer (BOT) scheme, and assess the development and environmental impacts. Airports in Vietnam are overseen by the Ministry of Transport (MOT), Civil Aviation Authority of Vietnam (CAAV), and state-owned regional airport management corporations (Northern Airports Corporation, Middle Airports Corporation, Southern Airports Corporation). The Grantee, Middle Airports Corporation (MAC), has direct oversight and responsibility for airport development projects in the central region of Vietnam which includes Chu Lai and six other airports. The U.S. firm selected will be paid in U.S. dollars from a $US538, 886 grant to the Grantee from the U.S. Trade and Development Agency (USTDA). A detailed Request for Proposals (RFP), which includes requirements for the Proposal, the Terms of Reference, and a background definitional mission report are available from USTDA, at 1000 Wilson Boulevard, Suite 1600, Arlington, VA 22209-3901. In the fax, please include your firm's name, contact person, address, and telephone number. Some firms have found that RFP materials sent by U.S. mail do not reach them in time for preparation of an adequate response. Firms that want USTDA to use an overnight delivery service should include the name of the delivery service and your firm's account number in the request for the RFP. Firms that want to send a courier to USTDA to retrieve the RFP should allow one hour after faxing the request to USTDA before scheduling a pick-up. Please note that no telephone requests for the RFP will be honored. Please check your internal fax verification receipt. Because of the large number of RFP requests, USTDA cannot respond to requests for fax verification. Requests for RFPs received before 4:00 PM will be mailed the same day. Requests received after 4:00 PM will be mailed the following day. Please check with your courier and/or mail room before calling USTDA. Only U.S. firms and individuals may bid on this USTDA financed activity. Interested firms, their subcontractors and employees of all participants must qualify under USTDA's nationality requirements as of the due date for submission of qualifications and proposals and, if selected to carry out the USTDA-financed activity, must continue to meet such requirements throughout the duration of the USTDA-financed activity. All goods and services to be provided by the selected firm shall have their nationality, source and origin in the U.S. or host country. The U.S. firm may use subcontractors from the host country for up to 20 percent of the USTDA grant amount. Details of USTDA's nationality requirements and mandatory contract clauses are also included in the RFP. Interested U.S. firms should submit their Proposal in English directly to the Grantee no later than 9:00 a.m. (local time, Da Nang City, Vietnam), on March 1st, 2012, at the above address. Evaluation criteria for the Proposal are included in the RFP. Any such request must be received no later than 9:00 a.m. (local time, Da Nang City, Vietnam), on March 1st, 2012, in order to be honored. Price will not be a factor in contractor selection, and therefore, cost proposals should NOT be submitted. The Grantee reserves the right to reject any and/or all Proposals. The Grantee also reserves the right to contract with the selected firm for subsequent work related to the project. The Grantee is not bound to pay for any costs associated with the preparation and submission of Proposals.
