- Special Notice W15QKN-12-Z-D004 - Pyrometer The U.S. Army Contracting Command, New Jersey-Emerging Technologies (USACC-NJ-ET), located at Benet Laboratories, Watervliet Arsenal, NY 12189 on behalf of the US Army Armament Research, Development and Engineering Commands (ARDEC) Benet Laboratories intends to award on a sole source basis a purchase order to MERPhotonics, 3 Rue Alphonse Merrheim, St. Etienne, Rhone Alpes, 42100, France. The NAICS code for this procurement is 334513. The Government has a need that requires a supply contract to procure a commercial high speed multi-wavelength pyrometer for measuring real-time surface temperatures during millisecond laser pulsed heating. This new high speed multi-wavelength pyrometer system is to be installed for Bent Labs, Armament Technology Division, Fatigue and Fracture Analysis Branch in Bldg 115. The pyrometer shall be a multi-wavelength system to measure surface temperatures of unknown emissivity with acquisition times in microseconds in order to develop a temperature profile for a millisecond heating pulse. The pyrometer shall have software to process the raw data and convert it to a temperature profile. AUTHORITY: This acquisition is being conducted using simplified acquisition procedures and Other Than Full and Open Competition as authorized by FAR 6.302-1(a)(2)(ii), Only OneResponsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Responsible offerors may submit a capability statement, or quotation, which shall be considered by the Government; but this notice of intent, is not a request for competitive proposals. A determination by the government not to compete this proposed contract lies solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement. The Government reserves the right to award without discussions. The closing date for this notice is 19 January 2012 16:00 Eastern Standard Time. APPLICABILITY OF AUTHORITY: MERphotonics has demonstrated that they are the only entity that can provide this technology at this time. Nearly all commercial pyrometers have response times far too slow for the requirements of this notice, or do not provide high speed with multi-wavelength capability. We require a pyrometer that can measure a surface temperature profile of a surface of unknown emissivity, over a period of several milliseconds, with a response time of at most 100 microseconds. Most pyrometers have too slow a response time to get even a single data point during the entire duration of our experiment. MERphotonics has demonstrated the acquisition of a single measurement in a short time is possible, as well as acquisition of several measurements to form a temperature profile over several milliseconds, which is required.
