- Draft BPA PWS Introduction and Invitation Letter The purpose of this Pre-Solicitation Conference is to provide inductry a "draft" copy of a Blanket Purchase Agreement (BPA) for delivering information technology (IT) solutions and technical support services in support of the Next Generation Voucher Management System (NGVMS) Program. IT solutions shall include: •· Evaluate, recommend, acquire or build, implement, configure, test, integrate and deploy to production fully functional automated systems using available technologies and solutions which may include, but are not limited to, Custom Off-The-Shelf (COTS) packages, Government Off-The-Shelf (GOTS) packages, cloud computing solutions such as software as a service (SaaS) and platform as a service (PaaS) to fully satisfy the business and functional requirements identified. •· Design, develop, test, configure, integrate and deploy to production fully functional automated systems based upon HUD published infrastructure standards to fully satisfy the business and functional requirements identified. •· Operate and maintain such solutions until fully deployed to the user community, which may include hosting applications, administering users, performing database backups and providing operational training. Technical support services include Tier 3 support, analytical and research support and emergency and urgent releases. The NGVMS Program is a Department-wide initiative led by the Office of Public and Indian Housing (PIH) within the U.S. Department of Housing and Urban Development (HUD).
