TERP OVERVIEW: The Air Force Nuclear Weapons Center (AFNWC) Inter-Continental Ballistic Missile (ICBM) Systems Directorate (ICBM/SD) is competing a contract to replace the Transporter Erector (TE). The TE is the sole vehicle used for transporting; emplacing and removing the Minuteman III (MM III) ICBM booster at various remote launch facilities across the continental United States and is considered a vital piece of support equipment to the ICBM weapon system. The currently fielded TE was the replacement to the original TE that was fielded in 1957 with the original Minuteman I ICBM system and was fielded in 1988. The warfighter (Air Force Global Strike Command) requires an obsolescent free replacement for the TE that will sustain ICBM handling operations through 2030. The changing nuclear security environment has placed an exceptional burden on the TE design, fleet wide. MMIII booster maintenance and replacement programs are expected to continue which will cause the TE usage rates to increase over the intended service life. The acquisition of the TE replacement will be completed in two phases: Phase 1 (Engineering Manufacturing and Development) : Contractor responsibilities will include tasks associated with engineering, program management, and testing such that modifications or changes to Government Furnished specifications, drawings, Technical Orders and manuals will not negatively impact TE performance parameters. The estimated number of drawings and specifications that will need to be updated is ~ 5500 documents. Parameters to be measured will reflect the adequacy of system level readiness and will include agreed upon measures of "Reliability", "Delivery", "Producability", and "Sustainability". Two "First Article" TEs will be fabricated to updated specifications. The "First Articles" will be used in agreed upon qualification testing of the TE. Upon completion of qualification testing and report, contractor will deliver full updated data package with applicable data rights to the government for approval. Phase 2 (Production): Contractor responsibilities will include tasks associated with engineering support, program management and fabrication of 22 TEs by the end of FY18. Parameters to be measured will reflect the adequacy of system level readiness and will include an agreed upon measure of "Delivery". Ability to accelerate production to as many as 10 TEs per calendar year is desired. Additionally, an option to produce 4 additional TEs (production total of 26) maybe required, but will be decided upon at a later date. This RFI contains the DRAFT Request for Proposal (RFP) for the TE Replacement Program (TERP) and is being used as additional market research for the program as described above. Interested parties are encouraged to provide comments/feedback on the details of the DRAFT RFP as described here-in. Once the RFP is formally released, it will be non-negotiable. At a minimum, the government would like the following to be addressed in the response: 1. Has enough information been provided for potential offerors to accurately scope the TERP effort? If not, please suggest additional detail that you think is required scope the effort. 2. Is the evaluation criteria and evaluation factors described in sections L and M respectively understood? Please provide suggestions for enhanced clarity? 3. Is the Contract Line Item structure in Section B clear? Provide suggestions to clarify as appropriate. 4. Provide comments on the Fixed Price Incentive Firm Target (FPIF) contract type selected. Please describe any potential risks with this contract type across the program effort? Does this contract type provide the appropriate amount of flexibility to support the TERP requirements? Provide feedback on the share ratios and the government set ceiling described in Section L. 5. Are the proposal page count limitations imposed in Section L appropriate? If insufficient, propose a new limit. 6. Is a 28 calendar day proposal preparation time sufficient to address all requirements for this solicitation? Pre-Solicitation Conference Announcement: The ICBM/SD intends to provide an opportunity for potential offerors to request a ninety (90) minute one-on-one session with the Government to discuss questions and provide feedback on the draft RFP. The Government will conduct these sessions on Thursday, February 2, 2012. Companies that are interested in participating in a one-on-one session must submit a written request by completing the attached registration form. Registration forms must be received by January 26, 2012. Late submissions will not be considered. Please send all requests to Ms. Shila Weese at shila.weese@hill.af.mil. During one-on-one sessions, each participating organization will have an opportunity to present concepts and initiatives they believe are applicable to TERP requirements. Material and discussion must be kept at the UNCLASSIFIED level. The total time allotted to each session, including presentation and discussion, is limited to 90 minutes per organization. Presentations may be oral, written, or visual. Please provide a soft copy of all presentations during the one-on-one session for future reference by the TERP team. Soft copies must be Microsoft Office-compatible or in PDF form on a "read only" compact disc (CD). PLEASE NOTE: THUMB DRIVES, MEMORY STICKS, OR OTHER USB-BASED SYSTEMS AND "REWRITEABLE" CDS ARE NOT ALLOWED TO BE INSERTED INTO GOVERNMENT COMPUTER SYSTEMS. The ICBM/SD requires participants to provide all questions in writing whether identified before or during the session. Companies are encouraged to provide questions by January 27, 2012 to allow the ICBM/SD sufficient time to prepare answers for the one-on-one session.
