- The USAMRAA contracting office is requesting information from industry to determine if set-aside capabilities exist versus unrestricted competition for support services to the National Museum of Health and Medicine (NMHM). As part of the market research required for support services, the Government is seeking interested contractor sources that can perform the same or similar support categories. Contractors are encouraged to indicate if the labor categories are available as other than professional services with industry in order to comply with Service Contract Act requirements. The support services provided under this effort have been performed by ARP for the past 15 years through a cost reimbursement, sole source contract under the authority of 10 U.S.C. 2304(c)(5) and 10 U.S.C. 176(b)(1)(C), as implemented by FAR 6.302-5, Authorized or Required by Statute. The authority expired in September 2011 due to the disestablishment of the Armed Forces Institute of Pathology. BRAC Law 2005 directed the relocation of NMHM from Walter Reed to Forest Glen Annex, Silver Spring, MD. A competitive requirement for museum support services in now being planned with set-aside or unrestricted procurement procedures depending upon industry input for sources available.
