Description
Performance Work Statement - DRAFT This is a pre-solicitation notice for Enterprise Server Support and Sustainment for the Communications Directorate 78 ABW/SC, Robins AFB, GA. The awardee shall provide server infrastructure and database administration support in accordance with the Performance Work Statement. Server infrastructure support includes backup architecture support and maintenance and updating backup infrastructure on Microsoft Windows-based, Unix, HP-UX, Linux, and Dec Alpha Servers. Sustainment support services include day-to-day activities to keep the servers operational, such as administration, management and troubleshooting break/fix issues. These services are staffed by a combination of contractor and organic resources. Also this effort will include a program management service (Program Manager). The anticipated contract will be a Requirement type contract and will include Cost Reimbursement No Fee for Travel. The basic period of performance will be 12 months, with four 12-month options. The total period of performance for this effort, including options and the possible Extension of Services, will not exceed 5.5 years. This effort will be an 8(a) competitive acquisition and participation at the prime contractor level is limited to eligible 8(a) concerns. The NAICS code for this effort is 541511 and the size standard is $25,000,000. The Request for Proposal (RFP) is expected to be issued on or after 26 JAN 2012 (tentative date). Prospective offerors will be required to provide fully loaded hourly rates for the Program Manager, Server Administrators, and Database Administrators. This acquisition is being issued in accordance with FAR 9.104-2(a), Special Standards of Responsibility (SSR), and shall apply to all offerors. Therefore, the contracting techniques under FAR part 15.3 do not apply. As such, the government is not obligated to determine a competitive range, conduct discussions with contractors, or solicit final revised proposals. Award will be made on the basis of the lowest Total Evaluated Price (TEP). This is a competitive solicitation and offerors should submit their best pricing in their initial proposal. Special standards will be identified in the RFP, and documentation of meeting these standards shall be provided by the offeror who proposes the lowest TEP (once the lowest TEP offeror is notified).
