THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION AT THIS TIME WILL NOT RECEIVE A RESPONSE. The Government does not intend to award a contract on the basis of this RFI or otherwise pay for the information solicited. The information provided is considered market research and may be utilized by the AF in developing its acquisition strategy, Statement of Objectives, and Purchase Specification/Description. Any proprietary information that is submitted may be used as a general concept but specific information will be safeguarded as proprietary, if so marked. The Ogden Air Logistics Center Contracting Directorate is conducting market research to determine the existence of potential sources to provide C-17 Pneumatic Component Test Stand. The information in this notice is based on the best and most current information available to date. This information is subject to change and is not binding to the Government. Updated information will be provided in future announcements and posted electronically on the Federal Business opportunities homepage at www.fbo.gov. The Government shall not reimburse the costs of preparing responses to this request for information. The Ogden Air Logistics Center Contracting Directorate (AFMC), Hill Air Force Base (AFB), Utah, intends to issue a formal Solicitation Request for Purchase (RFP) in fiscal year 2012 for the acquisition of C-17 Pneumatic Component Test Stand. The required C-17 Pneumatic Component Test Stand consists of one (1) universal pneumatic component test stand (self contained) with equipment, fixtures, software and accessories as described herein. The units/parts to be tested consist of C-17 auxiliary power unit (APU) load valves. This is a total-turnkey project; the contractor shall provide all equipment, adapters, tools, supplies, labor, and management necessary. Any defects or non-compliance with the applicable Technical Orders (T.O.) shall be repaired and brought into T.O. compliance. The contractor shall deliver all technical data necessary to manufacture, test, maintain, reproduce, procure, and modify the test stand and all components related to the test stand. The proposed item shall include all freight and handling charges and manufactured start-up installation into building 240, 5816 D Ave on Hill AFB, UT 84056-5015. Full rights of ownership for all technical data, including software source code, shall be transferred to the United States Air Force upon final acceptance of the test stand. This specification contains minimum requirements that are not intended to restrict or limit design improvements that the Supplier has either available or under development. Purchase Specification and nine (9) Contract Data Requirement List (CDRL) are attached on the FBO Sources Sought Synopsis. For your information the Government will not support any request for the project's subject technical order (T.O.'s) during this Sources Sought Synopsis. However, if and when the formal solicitation is posted the contractor/vendor may acquire a copy of the T.O.'s for this project if needed upon meeting the requirement. The Contractor/Vendor must provide a current DD Form 2345 (block 7 needs to be completed/approved by Joint certification office) and must comply with AFI61-204 (NOTICE TO ACCOMPANY THE DISSEMINATION OF EXPORT-CONTROLLED TECHNICAL DATA) and verify the DD Form 2345 through the Joint Certification Program http://www.dlis.dla.mil/JCP/ prior to any release of subject T.O.'s. REQUEST FOR INFORMATION (RFI): The Government requests interested parties to submit a brief statement of current capability to provide C-17 Pneumatic Component Test Stand. Interested and qualified sources must provide the following information: 1. What is your company name and CAGE code? 2. Who is your point of contact and what is their email address and telephone number? 3. What NAICS code do you suggest for this acquisition? 4. Is your company a small business for this NAICS Code? If your company is a small business, is it also a women owned business, small disadvantaged business, 8a business, HUB Zone business, service disabled veteran owned business, etc. 5. Would your company provide products of its own manufacture or would it provide products manufactured by another business? 6. Describe financing methods customarily provided by buyers in this industry (industry defined by the NAICS code or by providing this type of requirement). Note: the Air Force (AF) is not authorized to make advance payments (payments before costs are incurred or work is performed). 7. Describe need or importance of receiving buyer financing vs. seller financing. 8. Describe security seller could provide buyer in return for buyer financing. 9. Do you consider the requirements to be commercial (see FAR 2 definitions)? 10. Describe your experience with the same or similar requirements. Include item sold, customer name, quantities, date of delivery, period of performance, and if applicable Gov't contract number. 11. Is your interest in this as a prime contractor or as a subcontractor? 12. How long would you anticipate a requirement of this nature to take from receipt of an award to delivery date? 13. What is the anticipated lead time? 14. Discusses any concerns you may have with our requirement or specification. Please limit your submissions to responses to these questions only.
