- Clauses Statement of Work (i) This is a combined synopsis/solicitation for commercial items, prepared in accordance with the format in Subpart 12.6 of the FAR and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation will not be issued. (ii) The solicitation number for this requirement is HSHQDC-12-Q-00025 and is being issued as a Request for Quotation. (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-55. (iv) This procurement is unrestricted. The North American Industry Classification System (NAICS) code is 721110 for Hotels (except Casino Hotels) and Motels, which has a size standard of $30 million. The Department of Homeland Security, Office of Procurement Operations intends to award a Firm Fixed Price purchase order. (v) The contract line item number (CLIN) for this requirement is as follows: CLIN Item Quantity Unit Unit Price Amount 0001 Conference Services March 13-March 15 Or March 20-March 22 1 LS The fixed rate shall be inclusive of all services described in the Statement of Work. (vi) See Attachment I Statement of Work and Attachment II Clauses. Both attachments will be incorporated into the awarded purchase order. (vii) The period of performance for this purchase order is Base Period: March 13, 2012 through March 15, 2012 Or March 20, 2012 through March 22, 2012 (Note: Offers shall submit a firm fixed price quote for March 13, 2012 through March 15, 2012 and/or March 20, 2012 through March 22, 2012.) (viii) FAR 52.212-1 Instructions to Offerors - Commercial Items (June 2008) is incorporated into this solicitation. Offerors may obtain the full text version of this provision electronically at http://www.arnet.gov/far. Offerors shall submit the following information as part of their quote: Technical Quotation Offerors shall submit: 1. Quotation packet outlining how the hotel/facility will meet requirements outlined in the Statement of Work (SOW). The quotation shall outline information including, but not limited to: - Availability of meeting space that meets the requirements outlined in the SOW with requested set-up. - Availability and cost of beverage service for 120 attendees on the first day and 300 attendees on the second and third day in a location convenient for the conference attendees to access. - Accessibility of the property to Metrorail and/or availability of free or reduced price parking for event attendees. - Availability of a block of 15 sleeping room for attendees - These rooms are not guaranteed to be used by the Government, but should be available from the date of contract award until no less than two weeks before the event. - Availability of housekeeping services in the main conference room and breakout rooms to clear tables and refresh water and glasses between speakers throughout the duration of the three day event. - Availability of storage for conference materials one day prior to the start of the event and throughout the three day event. - Availability of requested Audiovisual (AV) equipment and support as outlined in the SOW. - Access to Wi-Fi connections for presenters and conference attendees. 2. Two references to contact with facilities questions with the following contact information: name of reference, organization, job title, e-mail address, and telephone number. 3. One reference to contact with AV questions with the following contact information: name of reference, organization, job title, e-mail address, and telephone number. Price Quotation Offerors shall submit the following: -Firm Fixed price for CLIN 0001 in Section V of this solicitation (ix) The following FAR provision is incorporated into this solicitation: FAR 52.212-2 Evaluation-Commercial Items (Jan 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: • Metrorail and/or Parking Availability • AV Equipment Set-up • Site Visit The technical factors above are listed in descending order of importance. When combined the technical factors are more important than price. (b) The technical evaluation will consist of a site visit of the hotel and conference space prior to award. Please submit availability for a site visit on any date between January 24, 2012 and January 26, 2012. (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (End of Provision) (x) FAR 52.212-3 Offeror Representations and Certifications - Commercial Items (Nov 2007) is to be submitted with your offers. (xi) FAR 52.212-4 Contract Terms and Conditions - Commercial Items (Sept 2005) applies to this acquisition. (xii) FAR 52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Orders - Commercial Items (Jun 2008). See Attachment II - Clauses. (xiii) There are no additional contract requirements or terms and conditions for this solicitation. (xiv) The Defense Priorities and Allocations System (DPAS) is not applicable for this solicitation. (xv) There are no numbered notes for this solicitation. (xvi) Questions are due no later than Tuesday January 17, 2012, at 12:00 p.m. EST. Questions will be responded to by close of business Wednesday, January 18, 2012. Quotations are due no later than Monday, January 23, 2012 at 10:00 a.m. EST.
