- The purpose of this Sources Sought is to obtain potential business sources that can provide support to the CECOM Software Engineering Center (SEC) Enterprise Solutions Directorate (ESD) in the areas of Data Strategy, Data Services, and Data Support. Interested offerors are asked to provide a response at no cost to the Government. Potential contractors must be knowledgeable and demonstrate in their responses experience in the following tasks: -Aware of and possesses the experience, skills and expertise to provide a framework for the DA-G6 Unified Capabilities vision and the ability to support the Enterprise Collaboration Services effort to migrate SharePoint, File Net, Mil Suite and other tools to an enterprise solution hosted by DoD. -Ability to provide experience, skills and documented ability to migrate an existing SharePoint from version 7.0 to 10.0 in preparation of migration to the DoD provided host platform environment. -Ability, skills and experience to provide software engineering services for various forms of data architectures and data frameworks, often derived from higher level architecture products such as Federal Enterprise Architecture (FEA), DoD Information Enterprise Architecture (DoD IEA), or commercial architectural methodologies. -Ability, skills and experience to provide software engineering services for architecture products such as physical Data Models, Logical Data Models (LDM), data standards and specifications, conceptual data models, taxonomies, ontologies, Information Exchange Specifications, Data Dictionaries (DD), Glossaries and XML schemas. -Skills and experience to provide recommendations based on best practices of industry and government for key Army data architectures. Ability to document these architectures and frameworks IAW DI-MISC-80711A -Skills and experience collaborating with authoritative data owners in guiding the development of data sharing and data usage agreements for the purpose of specifying the intent, practice, and limits of data sharing between organizations and then provide to the Government for review and approval. -Ability, skills and experience to support DA-G4 Condition Based Maintenance (CBM+) initiatives, reporting, development and accommodation of sensor data from tactical level through enterprise level. -Ability to sustain testing tools that support compliance with DA and joint messaging standards and guidelines. Test tools would be used in classified and secure environments requiring support facilities and resources with elevated security privileges -Ability, skills and experience in devising and supporting Biometric data access and security environments -Ability, skills and experience to develop and implement DA- G3/5/7 net-centric data access, collaboration and reporting. Potential contractors are asked to include in their response if they have a DCAA approved accounting system sufficient for a Cost Plus Fixed Fee (CPFF) contract and to include in their response POC, CAGE code, any current contract vehicles, and socioeconomic status (ie, 8a, HUBZone, SDVOSB, WOSB, etc). The anticipated number of full time equivalents (FTEs) for this effort is 274 per year. Please indicate in your response if your company can meet this requirement while still performing 51% of the work IAW FAR. Responses can be in either MS Word or Adobe PDF format with no page limit.
