- DEPARTMENT OF VETERANS AFFAIRS FBO Notice Restricting Competition 1.Contracting Activity: Department of Veterans Affairs, Network Contracting Office (NCO) 20, for VA Puget Sound Health Care System 2.Nature and/or Description of the Action Being Processed: for PR # 663-12-1-2160-0032 New contract, firm fixed price, for vendor to provide specialized expertise as described in VA merit review grant # ZDA1-04-W10 entitled "Tobacco use and alcohol misuse among participants of the Millennium Cohort Study", Edward Boyko, MD, MPH, and Principal Investigator 3.Description of Supplies or Services Required to Meet the Agency's Needs:. Fred Hutchinson Cancer Research Center will provide specialized expertise of the following FHCRC faculty: Including expertise in biostatistical methods, in longitudinal studies of the smoking acquisition and smoking cessation processes, and in randomized trials of smoking interventions. Contractor will contribute to the development of analysis plans, and advise teams working on different smoking related projects. Contractor will assist in reviewing smoking-related investigations, regarding both biostatistical and conten Contractor t-specific issues Contractor will contribute his expertise to the study by guiding the development of hypotheses regarding tobacco use that are testable within the context of the Millennium Cohort Study. He will work with analysis teams to produce results pertinent to the testing of the framework of current knowledge on the subject. He will contribute to the writing of scientific reports of study results pertinent to tobacco use either as co-author or first author depending on the topic of interest. 4.Statutory Authority Permitting Restriction in Competition: IAW FAR 6.302-3 (A) (2) (ii) Source provide expert research capability and is directed by Federal Grant. # ZDA1-04-W10, entitled "Tobacco use and alcohol misuse among participants of the Millennium Cohort study 5.Demonstration that the Contractor's Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority): VA merit review funded grant # ZDA1-04-W10, entitled "Tobacco use and alcohol misuse among participants of the Millenium Cohort study" under Dr. Edward Boyko includes as an integral component the specialized expertise of two employees of the Fred Hutchinson Cancer Research Center (FHCRC). The participation of these two individuals thru the Fred Hutchinson Cancer Research Center is integral to the approved and funded VA grant. The grant was approved and funded in part based on the participation of these two specific individuals. It is not possible to obtain their expertise in any other fashion. 6.
