Description
The Broadcasting Board of Governors (BBG) is seeking vendors who can offer rapid response sample surveys via the World Wide Web and mobile phones in key markets of interest. This is a Request for Information (RFI) only. The responses will be used for information and planning purposes only and does not constitute a solicitation. This RFI is necessary to determine if adequate competition exists to set-aside competition among small businesses and to assess the capabilities of interested vendors and establish approximate costs for such surveys. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Interested vendors are solely responsible for all expenses associated with responding to this RFI. The Government is not obligated to acknowledge receipt of submissions or of the information received, or to provide feedback to responders. Web Surveys. Web surveys will be intended primarily to seek information about the media behavior and preferences of regular internet users in markets of interest to BBG (See below for description of such markets). As internet penetration is still relatively modest in the majority of countries to which BBG broadcasts, it is not assumed that a sample survey of the internet-using population will be projectable to the population as a whole. However, in most instances BBG will request that samples be balanced to the extent possible on key demographic variables such as gender, age, and education. In some cases, BBG may further request additional screening criteria (for example, consumers of English language broadcast media.) Otherwise it is expected that respondent recruitment would be carried out in as random a fashion as possible. In most instances, survey instruments would consist of between 15 and 20 closed questions, though open-ended questions may on occasion be used. Achieved samples required would normally range from 250 to 500. Vendors would be expected to adapt and administer BBG supplied survey instruments to work seamlessly on the Web. BBG would require survey results to be delivered as cleaned, fully labeled SPSS files. Vendors would be responsible for recruiting the samples and ensuring the uniqueness and validity of the respondents. BBG assumes that most vendors capable of meeting these requirements would possess or have access to proprietary Internet panels in some or all of the countries of interest to BBG. In such cases, vendors are requested to provide specific information as requested below in Section 4. •1. Mobile surveys. For markets where Internet penetration is very low among target audiences, BBG also wishes to consider the implementation of sample surveys using short messaging service (SMS). Given the nature of this technology, such methods would be deployed only for research projects requiring answers to a very small number (probably 5-7) of closed ended questions with simple response categories. BBG desires that to the extent possible samples for such surveys be balanced for gender, age, and location. Required achieved samples would normally be between 250 and 500. Vendors would be expected to adapt BBG-supplied questions for administration over mobiles using SMS. Vendors would also be expected to recruit respondents using methods incorporating as many elements of randomness as possible. •2. Markets of interest. Following are two lists of markets of particular interest to BBG. These lists are not exclusive: while it is likely that most or all of the work performed under any contract resulting from this request for information would take place in one or more of the countries listed, work may be requested in other countries as well. It is not expected that vendors will be able to offer services in all markets but preference will be given to vendors who can offer the services described in Sections (1) and (2) above in as many markets as possible. Markets of interest for Web surveys are: Indonesia, Vietnam, China, Pakistan, Iran, Iraq, Jordan, Egypt, Morocco, Saudi Arabia, Syria, Russia, Ukraine, Serbia, Bosnia, Albania, Kenya, Nigeria, Ghana, Venezuela, Colombia, Peru, Ecuador. Markets of interest for mobile surveys are: Indonesia, Vietnam, China, Pakistan, Iran, Kenya, Nigeria, Ghana, Bangladesh, Cambodia, Uganda, Zambia, Tanzania, DRC, Sudan, Somalia, Angola, Ivory Coast, Senegal, Rwanda, Egypt, Jordan, Afghanistan, Morocco, Haiti, Venezuela, Peru, and Colombia. •3. Information requested from potential vendors : 4a) Web surveys : Vendors are requested to provide the following: •Brief summary of experience conducting Web surveys in above-listed markets •Identify which, if any of the countries listed above, the vendor maintains Web panels •Size of panels in each country and recruitment methods used to acquire panel members •Nature of information maintained on existing panelists that would allow for screening on additional factors if necessary •Means of verifying validity of respondents, maintaining data integrity, and minimizing the dominance of "professional" respondents, including any limitations on number of surveys a respondent can participate in in a given period •Means of incentivizing survey participation, if any •Estimated costs for the following hypothetical projects (including sample recruitment, adaptation of IBB-supplied questions for Web based implementation, administration of survey and data collection, provision of cleaned, labeled SPSS file to IBB): •1) A Web survey of 500 respondents in Pakistan, using quotas for age (three age groups) and gender. Instrument to include 20 closed ended questions. •2) A Web survey of 250 user of English language broadcast media in Egypt, Saudi Arabia, Jordan, and Morocco (total sample of 250 to be distributed without regard to population size of each country.) Instrument to include 15 closed ended questions. •3) A Web survey of 500 respondents in Russia, balanced for age (3 groups), gender, and location (region of country). Instrument to include 15 closed ended questions and 2 open end questions. •4) A Web survey of 250 respondents in Indonesia, balanced for age (3 groups) and gender. Instrument to include 20 closed ended questions 4b. Mobile surveys : Vendors are requested to provide the following: •Brief summary of vendor's experience conducting mobile surveys using SMS •Description of current ability to recruit respondents for mobile SMS-based surveys as described above in each market listed for which vendor has such capability, including description of the sampling frame and proposed sampling methods •Size of available respondent pool in each country in which vendor has such capability • Nature of information maintained on existing pool of potential respondents that would allow for screening on additional factors if necessary •Means of incentivizing survey participation, if any •Extent to which vendor possesses information about the technical sophistication of the mobile devices owned by potential respondents (to allow, for example, a survey of owners of 3G phones) •Estimated costs for the following hypothetical projects (including sample recruitment, adaptation of BBG-supplied questions for SMS-based implementation, administration of survey and data collection, provision of cleaned, labeled SPSS file to BBG): •1) An SMS-based survey or 500 respondents representative of the total population of mobile phone owners in Kenya •2) An SMS-based survey of 250 mobile Web users in Nigeria. •3) An SMS-based survey of 500 mobile users in Bangladesh •4) As SMS-based survey of 500 smartphone users in Indonesia Interested vendors with contract vehicles that may be available to the Government, for these services/items,(e.g., General Services Administration (GSA), Blanket Purchase Agreement (BPA), or any other Government Agency contract vehicle). Provide type of Contract, Contract Number and Expiration Date. Any proprietary information must be clearly marked.
