- The United States Air Force, ASC/Operational Contracting Division, Wright-Patterson AFB, Ohio is seeking potential sources that are capable of providing a pulsed electron deposition (PED) system for microelectronic device fabrication that is fully compatible via hardware (MFG: Neocera, Model# Pioneer 180, S/N: 06-JP281) and software (Neocera Pulsed Laser Deposition System v 3.2) with an existing pulsed laser deposition (PLD) chamber. The PED system must be able to be attached to the existing PLD deposition chamber. The PED system must be compatible within the existing PLD chamber configuration to enable pulsed electron deposition and/or pulsed laser deposition, or sequential deposition with both techniques. The software used to operate the PED system must also be able compatible with the PLD software (Neocera Pulsed Laser Deposition System v 3.2) as multiple components of the deposition must be shared including process gas type, process pressure, substrate heating, substrate rotation and target rotation. PED extends the range of materials that can be deposited using pulsed deposition techniques, allowing deposition of almost any material, including polymers and optically transparent wide band gap dielectrics. Firms responding should specify that their product meets the specifications provided below and provide detailed product information to show clear technical compliance. Additionally, sales history including recent commercial companies sold to should be included to determine commerciality. The pulsed electron deposition system shall include a pulsed electron source, power supply, electronic control package and computer with preinstalled software. The system shall: -Operate on 115-230VAC, 50/60 Hz, single phase -Operate at 5-20 m Torr of oxygen -Mount on a 6.75" con-flat vacuum flange on a Neocera Pioneer 180 Pulsed Laser Deposition chamber -Have a maximum and minimum pulse energy of 800 mJ and 100 mJ, respectively -Have a pulse energy variation of +/- 10% -Have a pulse width of ~100 ns -Have a maximum pulse repetition rate of 10 Hz -Have a minimum beam cross section of 6e-2 cm2 -Have a beam cross section variation of +/- 20% -Have a maximum pulse power density of 1.3e8 W/cm2 -Have a Z-alignment range of 50 mm -Have an XY alignment range of +/- 20 mm -Have a cathode lifetime of >1e7 pulses -Have a maximum electron source body temperature of 85C -Be compatible with current PLD software: Pulsed Laser Deposition System v 3.2 written by Neocera All interested firms shall submit a response demonstrating their capabilities to produce the requested equipment to the Primary Point of Contact listed below. As stipulated in FAR 15.201, responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. No solicitation exists; therefore, do not request a copy of the solicitation. The decision to solicit for a contract shall be solely within the Government's discretion. Firms responding should indicate whether they are, or are not, a small business, a socially and economically disadvantaged business, or a woman owned business. The general definition of a small business is one that is independently owned and operated, is not dominant in the field of operation in which it is proposing on Air Force contracts and with its affiliates; and the number of employees does not exceed 500. NAICS Code to be used for this acquisition is 334516. The Government reserves the right to consider a small business set-aside based upon responses hereto for any subsequent acquisition. Respondents are further requested to indicate their status as a Foreign-owned/Foreign-controlled firm and any contemplated use of foreign national employees on this effort. Any information submitted by respondents to this sources sought synopsis is voluntary. This sources sought notice is not to be construed as a commitment by the Government, nor will the Government reimburse any costs associated with the submission of information in response to this notice. Respondents will not individually be notified of the results of any government assessments. The Government's evaluation of the capability statements received will factor into whether any forthcoming solicitation will be conducted as a full and open competition or as a set-aside for small businesses, or any particular small business designation (e.g. SDVOSB, HUBZone, 8(a), SDB, WOSB, VOSB, etc.). Capabilities package: All interested firms shall submit a capabilities package that explicitly demonstrates company capabilities-indicating examples of commercial sales-and product specifications related to this effort.
