Description
The purpose of this Modification of previous notice to the draft RFP was to address two pending changes to the draft RFP: 1) The Organizational Conflict of Interest (OCI) referenced at H-25 and 2) To revise the quality requirements. 1) The draft OCI that we anticipate including in the formal RFP is as follows: It is anticipated that this RFP will result in a Multiple Award IDIQ contract to a minimum of two Offerors. The Government intends to have continuing competition under the Multiple Award process. The successful Offerors will be required to execute Non-Disclosure Agreements with contractors providing Contract Advisory and Assistance Services (CAAS) to the Logistics Support Facility Management Activity (LSFMA) and to Program Offices and Government agencies supported by the LSFMA. The contractors providing CAAS under the AMCOM Express or other contract vehicles under the Technical, Programmatic or Logistics domains are generally involved in supporting the LSF Requiring elements in providing services that include those elements described in FAR Part 9.505. These include providing Systems engineering and technical direction, preparing specification or work statements, providing evaluation services, or having access to proprietary data. The LSFMA IDIQ will require continuing competition. Those contractors under contract for CAAS services to the LSF or the requiring elements that it supports, are considered to have Organizational Conflicts of Interest and will not be allowed to participate as a prime contractor or as a subcontractor team member on the LSFMA. Any successful Offerors for the LSFMA will have a conflict of interest for CAAS services to a customers of the LSFMA under AMCOM Express or other contract vehicles upon award of the LSFMA contract. Offerors should identify any potential conflicts of interest about which there are questions to the Contracting Officer for resolution as soon as possible. 2) The Government anticipates the removal of the ISO 14001 requirement from FAR 52.246-11, Higher-Level Contract Quality Requirement. As a reminder, only questions sent to Redstone-AMELSF@conus.army.mil will be considered.
