- This purchase request is for the purchase of the Infrared Detection Set (IDS) Ground Handling Adapter Level III technical data package and all rights pertaining to this design. The Infrared Detection Set (IDS) Ground Handling Adapter was adopted as the SOF/PR standard after acquisition of a replacement IDS system on the SOF/PR C-130 fleet. This is a "Sole Source" requirement. Statutory authority permitting other than full and open competition for this acquisition is FAR 6.302-1 -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements (citation: 41 U.S.C. 253(c)(1)). The requirement is sole source to: BAE Systems 200 Park Place Drive Warner Robins, GA 31088 CAGE: 4KK04 Market Research indicates that there is no other source that can provide the technical data package without a significantly time consuming and expensive effort due to the proprietary nature of the IDS Ground Handling Adapter. Current need for the IDS Ground Handling Adapter technical data package does not allow for the development of currently unqualified sources. The Governments need cannot be met by any source other BAE Systems, Cage 4KK04. Pursuing and qualifying another source would result in substantial duplication of non-recurring engineering (NRE) and testing resources (aircraft and funding) to the Government that is not expected to be recovered through competition and greatly exceed the cost to buy BAE's drawings and data rights already in existence and would waste critical government resources. The technical data package shall provide sufficient information to produce the Ground Handling Adapter, P/N: 20048M9999-10 and give the government full data rights for this item. The supplier must have a Quality Assurance (QA) program to minimize the potential of any deficiencies. The IDS Ground Handling Adapter technical data package must be purchased from the actual manufacturer, whether or not the prime contract is the actual manufacturer. There is no opportunity for small business set aside and direct award opportunities. The OEM is the only company with the necessary technical data package required. The requirement is for Technical Data, the Unit of Issue is Lot, to be delivered to IAW the contract. Delivery is four (4) months ARO. Electronic procedures will be used for this solicitation. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency IAW FAR 5.207(15) (ii). Solicitation is posted today January 13,2012 to BAE, the sole source contractor.
