- Release of the final OSP-3 Request for Proposal is expected by the end of February 2012. Proposals will be due 45 days after RFP release. Award is expected no earlier than September 2012. Due to changes in anticipated government launch requirements; there will be 2 lanes in the OSP-3 acquisition. Lane 1 encompasses 400lbm - 4,000 lbm to Low Earth Orbit or equivalent, including suborbital capabilities. Lane 2 encompasses 4,000lbm - 20,000+ lbm to Low Earth Orbit or equivalent. In Lane 1 only, successful offerors must provide capabilities to cover the entire lane. Teaming is acceptable to achieve this requirement. In Lane 2, offerors must be able to cover a significant portion of the lane. Comments regarding the appropriate requirement for coverage in Lane 2 are requested from industry at this time. The OSP-3 CLIN structure has been collapsed into a single launch service CLIN. A mission failure clause will be added defining the financial penalty in the event of a launch failure. The government's intent is to strongly motivate against a contractor-caused failure but not render a contractor insolvent based solely on that failure. Comments regarding the appropriate penalty as a percentage of total price to accomplish this intent are requested from industry at this time. The ordering period and corresponding fixed prices will cover a period of 5 years from date of award. There will be no option period and on-ramps may only occur in the event that no more than one offeror is on contract for that lane at the 3 year point. The timeframe for execution of launch has been changed from 18-24 months after Task Order award to 24-30 months after award. Bids received from contractors proposing the use of GFP will be adjusted for costs associated with aging surveillance, motor refurbishment, booster assembly and transportation. Proposals submitted in response to the OSP-3 RFP must be based in accordance with customary progress payments. However, proposals for Performance-Based Payments will be considered after award. The OSP-3 team will seek indemnification of offerors for 3rd party liability resulting from unusually hazardous activities after award. To assist in determining the level at which the Air Force will provide indemnification, industry is invited to comment on their current level of insurance against these risks and what amount is appropriate to require from all offerors. The government will release a revised draft RFP as soon as practical and will invite industry comments. Please submit comments to this update via email to anna.burkhalter@us.af.mil.
