- This is an amendment to the Special Notice published on 29 December 2011 under the solicitation number W911SR-MSTC. Please note that this notice is not a request for membership on the Consortium. Therefore e-mails and/or telephone calls requesting membership will not be addressed at this time. No solicitation exists at this time. This is not a request for proposals. The Government is not seeking requests for membership. The purpose for the Special Notice is to obtain capability packages from Profit or Not-for-Profit entities that possess the capability to establish and manage the Minority STEM Technology Consortium. Questions regarding this announcement shall be submitted electronically only to: ruby.l.mixon.civ@mail.mil. Telephone requests will not be accepted. All responsible/interested sources shall submit their qualifications and capabilities no later than 31 January 2012, 2:00 PM Eastern Daylight Savings Time (EDST). Your e-mail should contain the following subject line: Sources Sought Response for Minority STEM Technology Consortium (MSTC). Use of any other subject line may delay review of your response. All valid e-mail responses from prospective sources must provide an e-mail address, company name, mailing address, telephone number, facsimile number, cage code, and point of contact within the body of their responses. Qualification and capabilities package shall be less than 20 pages and contain the following information: 1. Documentation that demonstrates knowledge of establishing a 501(3)c consortium; 2. Information describing at least 3 established and successfully managed Consortia consisting of 20 or more members to include duration and contact information for the customer (Government or Private Industry) for verification; 3. Description of the method used for funding management expenses for the consortium and its effectiveness; 4. Description of the type of arrangement (Contract, Grant, Cooperative Agreement, etc.); 5. Examples of and description of the level of knowledge working with projects governed by the Department of Defense Grant and Agreement Regulations (DoDGARS); and 6. Briefly describe membership structure, organization, and management in sufficient detail to allow assessment of management style.
