Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. BOILER REPLACEMENT BLDG 653 1.0REQUIREMENT: Contractor shall provide all labor, materials, equipment, storage, debris disposal, clean up, certifications, supervision, and transportation to install a new boiler in building 653, Moffett Federal Airfield as described below, and as shown on all the drawings, for the California Air National Guard at Moffett Federal Airfield, CA. Bids on this work will be evaluated on a Low Bid basis. 2.0GENERAL: All work shall conform to relevant local, state, federal, and national codes, including EPA, local environmental regulations, and other construction codes such as UFC, IFC, IBC, IPC, NEC, Life Safety Code, NFPA, Air Force Engineering Technical Letters (ETLs) and so forth. These nationally recognized codes shall govern, unless the government deems that specific criteria must be met under Department of Defense or Air Force Instructions and regulations. 3.0 DESCRIPTION OF WORK: Replace existing 700,000 BTU natural gas boiler with a new 95% efficiency or better, natural gas boiler of similar size. New boiler should be easy to service and maintain by State Maintenance employees. Installation to include removal and disposal of existing boiler. Install new boiler and hook up with existing controls, piping and electrical systems. Function test to insure boiler works properly. Provide training to Civil Engineering maintenance personnel in the operation and maintenance of the new boiler. 4.0 MATERIALS AND EQUIPMENT: The contractor shall furnish all services, materials, supplies, equipment, project supervision, on site storage and any travel as required. 5.0 PERMITS AND COORDINATION: Material delivery contractor shall obtain appropriate base access permits, if necessary prior to delivery of material. A.The contractor is responsible for all Federal, State and Local Permits required to execute the contract including environmental authorizations. B.The California Air National Guard at Moffett works Monday thru Friday, 0630-1600 hrs, except for Federal Holidays. C.Government personnel, including the Government Inspector, end user and building occupants will be on the premises in all phases of construction. However, you are to direct all questions only to the Civil Engineering Contracting Technical Representative (COTR) or the Government Inspector. D.Although this is not anticipated, an increase in force protection condition (FPCON) level to "Charlie" in the Air National Guard area will require all civilian contractors to adhere to the directions of the Contracting Officer Representative, Government Inspector or Security Forces by leaving the base immediately. If contractor is required to leave for security purposes, no contractor expenses will be paid by the government. 6.0SUBMITTALS AND PRODUCTS A. Contractor shall submit the information for the following items prior to beginning the project: 1. Construction schedule and timeline 2. Product Information sheets. 3. A roster of personnel that will be working on this project, including full name, employer, country of citizenship. Additional information will be needed for non-US citizens such as permanent resident #, Visa # & exp date, Passport # & exp date. B. Upon completion of the project, contractor shall provide the following: 1. As-Built drawings that include exact and detailed utility line locations for all utilities associated with and affected by the project. 2. All warranty documentation for all parts, components, systems and labor. 3. Operation and Maintenance manuals for all installed equipment. 7.0METHOD OF OPERATION AND EXECUTION: The contractor shall: A.Conduct all work in strict compliance with all local, state, and Federal environmental statutes and regulations. B.Provide all cones, barriers, lights, signs, placards, and so forth, necessary to establish an adequate and safe work zone and control traffic in and around the work area. C.Remove all debris, waste, spillage, and by-products generated by the construction from the base. 8.0 PERFORMANCE PERIOD: The performance period for this work is 30 calendar days from issuance of the Notice To Proceed.
