****ATTENTION**** FORMAL COMMUNICATION RELATED TO THIS ACQUISITION SHOULD BE DIRECTED TO: Joseph Levasseur. You may FAX or MAIL your request ATTN: CCAM-AR-A (Bldg 5300); Redstone Arsenal, AL; ATTN: Joseph Levasseur, Contract Specialist, Fax Number 256-313-8066. NO TELEPHONE REQUESTS WILL BE ACCEPTED. The US Army Contracting Command-Redstone has a requirement for a one year contract with options to be awarded in fiscal year 2013 for PBL Supplies/Services and Sustainment/Operational Support for the Shadow TUAS Program. It is anticipated that the one year contract will have a period of performance of 1 Nov 12 - 31 Oct 13 and will be awarded on contract W58RGZ-12-C-0011. The contract will be for a performance based Contractor Managed Supply and Maintenance effort that consists of field supply support, depot level supply support, depot-level maintenance, software support, total package fielding, sustainment training, field service support, field service operations, sustainment management, PBL engineering and management, depot material repair and management, and post deployment software support. The Sustainment/Operational Support will consist of Brigade Integration Training (BIT), New Equipment Training (NET), Presets, Resets, Government Owned Contractor Operated teams in theater, and contractor augmentation teams in theater. The options will be for additional Presets, Resets, and BIT/NET events. The statutory authority permitting other than full and open competition is 10 United States Code 2304(c) (1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a) (2) (iii) (B). The proposed acquisition of this effort is directly related to the ongoing and future work being performed by the Shadow prime contractor, AAI Corporation, York Road and Industry Lane, Hunt Valley, MD 21030, CAGE CODE 97384. This requirement must be restricted for the following reasons: 1) AAI Corporation is the only source with the corporate knowledge, expertise, and facilities to execute all basic sustainment requirements for the Shadow TUAS Unmanned Aircraft Systems Program, 2) Many of the components of the Shadow TUAS are proprietary, and the Government does not currently own a Technical Data Package suitable for full and open competition, 3) The technology is state of the art and duplication of the effort would require lengthy development and would impact the Shadow TUAS readiness rate. Firms that recognize and can provide the required PBL and Sustainment/Operational Support are encouraged to identify themselves. All responsible sources may submit a capability statement and proposal which shall be considered.
