01/24/2011, THIS IS A SOURCE SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. The NCO 19, Rocky Mountain Network Contracting Center, 4100 E. Mississippi Ave, Glendale CO is performing market research to determine if there is a sufficient number of qualified Veteran Administration Certified Service Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB); Small or emerging small business firms; or businesses who have established FSS/GSA schedules that are also a Veteran Administration certified SDVOSB or VOSB; or 8(a) STARS2, or a small or emerging small business firm to set aside an award contract. The Government will use responses to this notice to make to appropriate acquisition decision. The award is being considered for one base year with a possible option year to extend the term of service for the purpose of completing the performance requirements effectively and efficiently with high standards of productivity by the vendor (awardee). The Sheridan VA Medical Center (VAMC), Sheridan Wyoming and VISN 19 Rocky Mountain Network Contracting Office propose to procure services to configure and install differencing channel fiber-optic video multiplexor systems for the Sheridan VAMC, Wyoming. There are existing multiplex fiber-optic systems installed by Costello Technologies - these systems are Costello brand name technologies, but are commercial items; "brand name or equal purchase description" clause shall apply to this requirement. Please see attached (Draft) Statement of Work (SOW) for deliverables. The contractor shall supply all commensurate equipment, human resources, technical skills and training, and all other requirements illustrated in the SOW, contractors proposal (s), and those requirements applicable in performing installation of multiplexor, fiber interconnections and commensurate equipment and parts to building (s) located on the premises of the Sheridan VAMC. The appropriate NAICS Code 561621 and the small business size standard are $12.5. Interested firms are reminded that in accordance with FAR 4.12, prospective contractors shall complete electronic annual representations and certifications in conjunction with FAR 4.11 required registration in the Central Contractor Registration (CCR) database prior to award of a contract.
