- Expressions of Interest Sought Requirement: The United States Government currently occupies approximately 46,951 ANSI BOMA Rentable Square Feet and 69,953 ANSI BOMA Rentable Square Feet of office space under a soon to expire lease in May 2012. The new requirement must allow for the leased office space to be combined for approximately 116,904 USF/RSF or remain as two separate locations of approximately 46,951USF and 69,953 USF. The two separate leases are currently situated adjacent to one another allowing for the Federal agency to conduct and carry out their mission. Requirements mandate that the agency lease/leases are to remain within close proximity to one another. The delineated area is as follows: NE - Corporate Drive in Portsmouth, NH NW - Exeter Street in Portsmouth, NH SW - Flight Line Road in Portsmouth, NH SE - Grafton Drive in Portsmouth, NH Additional requirements: The leased space sought must be located within close proximity to the National Regional Passport Office located on International Drive, Portsmouth NH. All three facilities must share Diplomatic Security services, including uniformed patrol and a Diplomatic Security investigative office, to ensure Consular Portsmouth remains harmonized on administrative and security issues. The lease term requirement is for ten (10) years, five (5) firm for the 69,953 portion of the requirement, and ten (10) years, three (3) firm for 46,951 square foot requirement. The space must be available for occupancy by May 15, 2012. The Government is considering alternative space if economically advantageous. The Government will use the information it receives in response to this advertisement as a basis to develop a cost benefit analysis and to determine whether to compete the lease requirement or pursue a sole source justification to remain at its current location. In making this determination, the Government will consider, among other things, the availability of alternate space that potentially can satisfy the Government's requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunications infrastructure, and non-productive agency downtime. Please send expressions of interest to General Services Administration Attn: Lori Melchin/Contracting Officer 10 Causeway Street, Room 1010 Boston, MA 02222 Owners & Authorized Agents: Expressions of Interest must be submitted to the above address by 4:00pM on Thursday, February 2, 2012 and must include the following information: Building name and address and location of the available space within the building; Rentable square feet available and expected rental rate per rentable square foot. ANSI/BOMA office area square feet to be offered and expected rental rate per ABOAF. Indicate whether or not quoted rental rate includes an amount for tenant improvement and state the amount, if any; Date of space availability; Method of rentable space measurement; Building ownership information; Amount of parking available on site and its cost. Include whether expected rental rates include the cost of the required Government parking, if any; Energy efficiency and renewable energy features existing within the building; and List of building services provided. The space must meet requirements of handicapped access in accordance with ADA/ABBAS code requirements as applicable with the Americans with Disabilities Act and must include all services and utilities. Submissinos by other than the owner or manager of a property must be accompanied by a letter from the ownership granting permission to make a general offering of space. In instances where the offeror is representing more than one property, the offeror is hereby notified that they may only participate in negotiations on behalf of one owner.
