- Description
- This is a Sources Sought Synopsis in support of a market survey being conducted by Joint Base Andrews in accordance with Federal Acquisition Regulation (FAR) Part 10, Market Research, to determine interest and capabilities of potential sources. This synopsis is for informational and planning purposes only and does not constitute a solicitation, or a synopsis of a solicitation, or a commitment on the part of the government to later publish a solicitation. The government will not reimburse the costs of preparing or submitting a response to this synopsis. The objective of this requirement is to provide three on site mission planning specialists to provide operations, technology, and publications management support in all phases of mission planning and execution. The intent is to link the mission planning support to an external 24/7 flight dispatch service. The contractor will provide three highly-qualified Mission planning support personnel to each work 80 hours every two weeks on site at Andrews AFB MD 20762. The nature of the work is notional mission research, mission planning, official messaging, and technical/logistical coordination for the 89th Airlift Wing's Special Air Mission (SAM). Contractors will be part of a team and will work in cooperative effort with other military and civilian mission planners and crew members. The contractor must be highly qualified and able to support the following aircraft: Military Designator Commercial C-32A Boeing 757-200 C-40B Boeing 737-700 C-37A/B Gulfstream 5 / 550 C-20B Gulfstream 3 Each individual the contractor provides must be able to obtain and maintain a U.S. Government-issued secret clearance, and must have a minimum of three years working experience in flight/mission planning and/or dispatching commercial or corporate "like fleets" (Gulfstream® and Boeing®) aircraft with consistently favorable evaluations. Contractors with a minimum of three years of rated aviator experience in Special Air Missions and/or having an FAA-certified dispatcher's license are highly desirable. This will be assessed only initially. Each individual must have extensive experience working with Microsoft Office® applications, Jeppesen® JetPlanner TM flight planning software, and Jeppesen® E-charts TM software. One of the contractor employees must have intermediate familiarity with Unix® operating systems to the point of having the ability to diagnose, troubleshoot and repair server configurations and connectivity to desktop clients. One of the contractors will be required to get a, DoD 8570 certification in either Net+, Security+, or A+ in order to perform using Jeppesen software and other tasks within six months of initial employment, and must get recertified every three years or as required by DoD policy. The ideal contractors need to be self-starters, motivated to succeed, highly attentive to detail, multi-task capable, work well with others, and get work accomplished in a fast-paced, short-notice, multiple-change office environment which holds perfection as the standard. In order to be considered a potential source, interested parties must submit clear and convincing written documentation demonstrating their capabilities to satisfy the requirement specified above. As a result of analyzing responses to this market research, the contracting officer may determine that a solicitation will be issued. Prior to issuing a solicitation, a pre-solicitation notice will be published. Interested parties are encouraged to furnish information. Information submitted will not be returned.
