- Specification HSCG80-12-R-P45435 USCGC OSPREY DRY-DOCK REPAIRS (PRE-SOLICITATION NOTICE) Solicitation HSCG80-12-R-P45435 is for the Dry-Dock Repairs of USCGC OSPREY. The estimated price range is between $100,000 and $250,000 for definitive items and optional items. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-55. The applicable NAICS code is 336611. Size Standard is 1,000. For the calculations of annual receipts and number of employees, see parts 121.104 and 121.106 in SBA Small Business Size Regulation,http://sba.gov/regulations/121/. This acquisition is for the procurement of dockside repairs including 45 work items/CLINS. The performance period is from April 4, 2012 through May 18, 2012. This solicitation is issued pursuant to FAR Part 12, Acquisition of Commercial Items and FAR Part 15 Contracting by Negotiation. The Coast Guard intends to award a fixed price contract resulting from this solicitation. Work shall commence on or about April 4, 2012. The Government shall award a contract resulting from this solicitation to a responsive, responsible contractor whose written quote is considered most advantageous to the Government, both in price and other factors considered. The following factors shall be used to evaluate offers proposals and are in descending order of importance: 1) Past Performance and, 2) Price. Factors 1-2 will be applied to determine the best value to the Government. Past Performance is significantly more important than price. All correspondence concerning this acquisition shall reference Request for Proposals (RFP) Number HSCG80-12-R-P45435. The closing date for this solicitation is on March 1, 2012, 3:00 P.M. EST. Mailed and e-mailed quotes will be accepted. E-mailed quotes may be sent to Chas Hartley at chas.f.hartley@uscg.mil. Faxed quotes will not be accepted All contractors are responsible for verifying the receipt of their quote. The anticipated award date is March 8, 2012. This requirement is based on Full and Open Competition. QUESTIONS AND REQUEST FOR DRAWINGS: The last day to request drawings or ask questions regarding this solicitation is February 22, 2012. After this date further requests may not be accepted due to time constraints. PLACE OF PERFORMANCE: Contractors facility. Geographic Restriction: Strait of Juan de Fuca and Puget Sound, WA Interested parties must be registered in the Central Contractor Registration (CCR) as prescribed in FAR Clause 52.232-33.
