Description
The government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1) and FAR 6.302-1(a)(2)(ii). This synopsis is being published for informational purposes only. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within seven (7) days of the issuance of this notice will be considered by the government. Further determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the government. This work is designated as a small business set-aside. Nature and/or description of the action being announced: Sole source purchase order to Stream Mechanics PLLC, Raleigh NC. A description of the supplies or services required to meet the agency's needs: Stream Functions Workshop. This workshop is designed to assist state and federal regulators with developing function‐based stream mitigation programs. The workshop uses a function‐based framework, called the Stream Functions Pyramid, to organize stream functions into a hierarchy. Duration of the workshop is estimated at four days. Unique Vendor Qualifications: • Team approach that combines unmatched experience in watershed assessments, geomorphic assessments, natural channel design in a wide range of environments, and project monitoring and evaluation. • Understanding of stream mitigation regulations, standard operating procedure development, and mitigation banking. • Development of the Stream Functions Pyramid that is being used to assist agencies and practitioners with developing better restoration goals, functional assessments, performance standards, monitoring plans, and debit/credit determination methods. • Thorough understanding of the Rosgen stream classification system and natural channel design method, including assisting Rosgen with Level I‐III Workshops. • Development and publication of numerous regional curves throughout the United States. • Development of streambank erosion curves using the Rosgen Bank Erosion Hazard Index and Near Bank Stress Procedure. • Experience teaching workshops to EPA, U.S. Army Corps of Engineers, U.S. Fish and Wildlife Service, various state Departments of Transportation, state 401 programs, non‐profits, and private consulting firms.
