Description
THIS IS A NOTICE OF INTENT TO SOLE SOURCE, NOT A REQUEST FOR PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The International Boundary and Water Commission, United States & Mexico, US Section (USIBWC) intends to negotiated and ward on a noncompetitive basis individual work orders (IWOs) under existing Interagency Agreements (IAs) under the authority of FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements [Citation 41 U..C. 253(c)(1)]. Umbrella Cost-Reimbursement, Interagency Agreement (IA) IBM 92-21 for the US Department of the Army through the US Army Corps of Engineers (USACE) to support the International Boundary and Water Commission (IBWC) with the International Dams on the Rio Grande. A firm fixed-price Individual Work Order (IWO) complete with statement of work (SOW) is contemplated as follows: IBM12W0016 with USACE for technical advisory services. The estimated proposed action ranges between $30,000.00 and $40,000.00. For IBM12W0016 with USACE: In general, services required in this IWO consist of performing a five-year safety of dam inspection for the International Dam located on the Rio Grande in El Paso, Texas. The deliverable is a final report of the condition of the dam in accordance with USACE regulation ER 1110-2-100. The USIBWC recognizes the expertise of the USACE with similar projects in the evaluation of high hazard dams throughout the United States. The USACE is a federal agency within the US Department of the Army, with major responsibilities for many dams under the Safety of Dam Program. Since the early eighties, the USACE has been the technical advisors' to USIBWC for all international dams. For International Dam, the USACE performs five-year safety of dam inspections for all USACE dams. Under this Contract the USACE would be performing a five-year Safety of Dams Inspection for International Dams. The USACE, Little Rock District, Safety of Dams Division specialize in this type of inspection. It is not economically feasible to conduct a public/private competition for the contemplated services due to economy of scale. This notice meets the requirements of FAR part 5.201. Market research was not conducte d due to the constraints imposed by the schedule to begin the International Dam Five-Year Dam Safety Inspection before the irrigation season (late February or early March) and water deliveries to Mexico. Utilizing the USACE for the Dam Safety five-year inspection is cost effective considering that they currently have established in the Little Rock District a Dam Safety Inspection Division that specializes in these types of studies. This experience and knowledge provided is unique to this area of study, and make them highly qualified to meet the USIBWC expectations. Previous Purchase Order(s) or Contract(s): Purchase order or contract numbers: IBM 92-21 IWO IBM09W0030 Risk Analysis Study & IBM08W0004 Preliminary Evaluation Study. Actions were not competed. The report of services will be delivered to USIBWC, 4171 N Mesa, Suite C100, El Paso, TX 79902-1441. This Notice of Intent is not a request for proposals. Information received from interested parties will be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses to this electronic notice must be made by 10:00 a.m. MST on 26 February 2012. Response may be submitted by mail, Fax, or email to colleen.elliott@ibw2c.gov or hugo.white@ibwc.gov or mail to USIBWC, ACQ Div, 4171 N Mesa Suite C100, El Paso, TX 79902-1441. This NOI shall remain posted through Thursday, February 26, 2012.
