Description
1. Identify the agenecy and contracting agency USDA Forest Service New York Field Station, Contracting Agency: USDA Forest Service Northern Research Station. 2. Nature/Descripition of action being approved. The Government intends to negotiate a sole sourcre contract with Sound Science, in accoradance with FAR 8.405-6 (a)(1)(i)(B). 3. Descripition of supplies/services required to meet the agency needs. The USFS requires a consultant to in establishing social networks essential for the USDA Forest Service urban field station starting in (but not limited to) New York City, with the intent to fill a critical gap in our partnership development with the private sector. Specifically, to conduct an in-depth assessment of the private sector philanthropies, corporate foundations and key non-profit organizations. Also to identify a key list of contacts as well as using core narratives that are based in a larger, ecosystem or regional / landscape approach and meet with new groups. Brief key individuals within these organizations on the Forest Service's urban natural stewardship agenda and the urban field stations by doing the following: 1. Listen to what these organizations and individuals have to say -- identify their areas of concern and interest; 2. Identify areas of collaboration and opportunities to leverage resources and ideas; 3. Begin to develop practical ideas to strengthen program development; Work to update the NYC Urban Field Station strategic plan and develop a report with action steps that includes key contacts and ideas for private and quasi-public sector partnerships that would benefit other urban field stations, locations, urban work and the overall NRS urban natural resource stewardship agenda. 4 Authority and supporting rationale In accordance with FAR 8.405-6(a)(1)(i)(B), only one source is cabable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. Sound Scienceis uniquely suited for this work as this company has established expertise in conservation biology and urban ecology. They have over 20 years experience working as a scientist and conducting research-related activities with a broad range of natural resource groups including NatureServe, the Nature Conservancy, World Resources Institute, Conservation International, the USDA Forest Service, Bureau of Land Management, the National Park Service, the New York Restoration Project, the New York City Department of Parks and Recreation, LandScopeAmerica, Earth Explorer Group for Environmental Education, the Lanzhou Center for Grassland Ecology in China and the U.S. Army Environmental Command. Sound Science has worked closely with our team of researchers and practitioners in New York City and is well-versed in our work and issues of concern. He played a key role in facilitating the Vibrant Cities Urban Forests National Task Force. Sound Science has the combined experience in both urban and rural settings has given them exposure to a dense organizational network of scientists, practitioners, policy-makers and funders that uniquely qualifies them for this project.
