- Performance Work Statement The Defense Human Resources Activity (DHRA) intends to award a Sole Source contract to the National Organization for Victim Assistance Inc., 510 King Street, Suite 424, Alexandria, VA 22314 - 3132 in accordance with FAR Part 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. DHRA requires contractor support to provide beneficiary services and ancillary support functions for the Sexual Assault Prevention and Response Office (SAPRO). These services play a critical role in the SAPRO mission and the establishment of the Department of Defense Sexual Assault Advocate Certification Program (D-SAACP). This notice is not a request for competitive quotes. However, any party that believes it is capable of meeting this requirement as stated herein and in the attached Performance Work Statement (PWS) may submit a written capability statement that clearly supports and demonstrates their ability to perform the requirement. Capability statements must be received by the response date and time of this notice. Submissions will be reviewed to determine if they can meet the requirement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. This procurement is being conducted under negotiated procedures in accordance with FAR Part 12 and Part 15. This action incorporates provisions and clauses that are in effect through Federal Acquisition Circulars 2005-55 Effective 3 January 2012 and DPN 20111220.
