Description
The White Mountain Apache Tribe and Bureau of Reclamation entered into a Public Law 93-638 construction cooperative agreement on September 30, 2011. The Tribe will be soliciting environmental consulting services to prepare an Environmental Impact Statement (EIS) as noted below. The Bureau of Reclamation is assisting the tribe in finding interested environmental companies to perform these services via this "sources sought" announcement. ALL CONTACTS/INQUIRIES ARE ONLY TO BE MADE TO THE TRIBE AS NOTED BELOW. Pursuant to the provisions of the White Mountain Apache Tribe Water Rights Quantification Act of 2010 (Public Law 111-291), the White Mountain Apache Tribe will be soliciting proposals for environmental services to prepare an EIS for the White Mountain Apache Rural Water System ($125 to $150 million construction value). Required services will include collection, analysis, and coordination with affected design firms in sufficient detail to allow for the preparation of an Environmental Impact Statement for this project containing the following three primary components: (1)a roller compacted concrete dam approximately 160 foot high with a crest width of about 450 feet, including diversion during construction, spillway, outlet works and a technical evaluation for the potential of hydroelectric power generation; (2) a 12.4 mgd water treatment plant for municipal purposes; and (3) a 60 mile long water transmission system, including pipelines, pump stations, and storage tanks. Environmental Consulting Services will be solicited and a firm-fixed-price contract awarded using a negotiated acquisition process. A Request for Proposals (RFP) document will be available on February 8, 2012, and will provide submittal instructions. The RFP will be available at: http://www.wmat.us/RFP.html All contact regarding this solicitation should be addressed by e-mail or letter (not phone) after January 27, 2012, as follows: Ms. Cheryl Pailzote, Project ManagerWhite Mountain Apache Tribe202 East Walnut Street, PO Box 2109Whiteriver, Arizona 85941cpailzote@wmat.us Contacts to members of the Tribal Council, staff, consultants, Bureau of Reclamation, or others, should be strictly avoided.
