- Description
- The US Forest Service, Siuslaw National Forest, intends to issue a sole source contract for management services of sewage treatment plants and water systems with the City of Yachats, Yachats, OR. The services to be provided include: reading and recording of pump meters, inspect all major components, clean trash from grates, filters, and piping; record chlorine levels in various tanks; test samples and based on results, take corrective action if needed; respond to alarms; and complete and submit periodic Oregon State Department of Quality (DEQ) and Department of Labor reports. The City of Yachats will maintain the DEQ permit and will be identified as the "Operator of Charge" for the various sites listed within the Solicitation. The City of Yachats, through its Public Works Department, is available to provide services in the management of a sewage treatment plant operation since it maintains a similar treatment plant and has certified operators. Other factors for the sole source include the complexity of maintaining and operating such plants, previous market survey shows there are no other certified operators within the area, and the work requires daily services, including weekends, holidays and late night emergencies. The City of Yachats past performance shows they are capable of providing such services in an efficient and professional manner. The U.S. Forest Service, Siuslaw National Forest, intends to issue a firm-fixed price for the services stated. This action is taken pursuant to 41 U.S.C. 253(c) (1) as implemented by FAR 6-302-1, only one responsible source and no other supplies or services will satisfy the agency requirements. The solicitation number assigned to this effort is AG-04T0-S-12-0004 and the contract resulting from the solicitation will be issued on or about fifteen (15) days after release of this notice. This notice of intent is not a request for competitive proposals, however, all responsible sources may submit a proposal which will be considered by the agency. Note: prospective awardee shall be registered in the Central Contractor Registration (CCR) data base prior to award. All contractors and vendors must complete the electronic version of the Representations and Certifications (Section K in Solicitations) in the ORCA system.
