- The Army Contracting Command - Aberdeen Proving Ground (ACC-APG) Contracting Center, Natick Contracting Division, Natick, MA, in support of the Joint Project Manager for Protection (JPM P) and the Decontamination Family of Systems (DFoS) Program, is pleased to announce the issuance of a Request for Proposal (RFP), in the form of a Combined Synopsis/Solicitation IAW FAR 12.603, on the basis of full and open competition for the Joint Sensitive Equipment Wipe (JSEW) W911QY-12-R-0006. Multiple awards are anticipated. The RFP is available on the Federal Business Opportunities website (www.fbo.gov) and the Natick Contracting Division website (http://www3.natick.army.mil). The intent of this acquisition effort is to acquire and test promising commercial items against specific evaluation criteria with the ultimate intent to procure and field a JSEW that will provide immediate/operational decontamination capabilities for sensitive equipment, such as weapon system optics and electronic equipment, and non-sensitive equipment, such as vehicles, hard shelters, material handling equipment, and individual equipment in hostile and non-hostile environments that have been exposed to chemical agents/contamination. The JSEW will decrease the level of gross chemical agent contamination, supporting thorough decontamination of sensitive and non-sensitive equipment without adversely impacting the operational life or performance of the target assets. The Government will evaluate proposals in accordance with the evaluation criteria stated in the in the solicitation IAW FAR 13 for simplified acquisitions, and intends to make award(s) to the offeror(s) whose proposal represents Best Value to the Government. Contract type will be Firm Fixed Price. The NAICS code assigned to this acquisition is 325998 with applicable Small business size standard of 500 average number of employees. The solicitation and associated attachments can be accessed from the Federal Business Opportunities website (www.fbo.gov), the solicitation link on this page (below), or can be downloaded from the Natick Contracting Division website link. The announcement number W911QY-12-R-0006 will be the controlling document for preparation and submission of proposals. All responsible sources may submit a proposal to be considered by this agency. The Government is in no way liable to pay for or reimburse companies or entities that respond to this RFP. No hard copy of this solicitation will be issued. Amendments, if any, will be posted at the same location as the RFP. It is the responsibility of those respondents to obtain all amendments and applicable documents. The closing date for submission of proposals is stated in the solicitation. Award of the proposed contract is subject to the availability of funds.
