- Draft JOFOC In accordance with FAR Subpart 15.205(a) and 6.302-1(a)(2), the Federal Emergency Management Agency (FEMA) intends to award a sole source contract under FAR 6.302-1 "only one responsible source and no other supplies or services will satisfy agency requirements." FEMA intends to award this contract to Cassidian Communications, Franklin, TN, 37067. The contract is for a web-based interface with enhancements to existing hardware/software that was designed and manufactured by Cassidian Communications. The existing software is proprietary and patented and only Cassidian possesses the corporate knowledge required to modify the existing system. Cassidian Communications will upgrade the existing FEMA ENS to meet the requirements of the Federal Continuity Directives and DHS Personnel Accountability System. Market research has demonstrated that no other software or firm can provide web-based interface with enhancements to existing hardware/software supported by Cassidian Communications. As stated earlier, the ENS utilizes operating systems that are proprietary to Cassidian Communications. Installing and uploading another product from another contractor will void the warranty with Cassidian Communications and possibly create interoperability issues. In addition, FEMA Directive 262-3 dated 11-3-11 designates the ENS system as the official FEMA solution for emergency notification. No other notification systems have been authorized for FEMA use. See initial JOFOC (attachment) for Section 508 and security requirements. The total value of this requirement is anticipated to be approximately $1.5 million and the expected period of performance is to be one (1) base year and four (4) option years for a total of five (5) years from date of award. FEMA is aware of no other firm, other than Cassidian Communications that can provide the type of services and software maintenance described here and in the JOFOC. However, any firm that believes it is capable of providing equivalent services that meet the specifications stated and is an ENS that is authorized by FEMA shall e-mail a Statement of Specifications and associated product literature to Christine.Todd@dhs.gov no later than 2:00 PM EST on February 16, 2012.
