Description
NASA/KSC intends to purchase Bit Synchronizers, model MD2365A-08 quantity two eachfrom GDP Space Systems. The GDP Space Systems Model MD2365A-08 Multi-Channel PCI Bit Synchronizer Subsystem isbeing purchased to support telemetry operations in Launch Services Program facilities atCape Canaveral Air Force Station and Vandenberg Air Force Base.The GDP Space Systems Model MD2365A-08 Multi-Channel PCI Bit Synchronizer Subsystem ispart of the new LSP telemetry system. Custom in-house software to command and monitor theGDP Bit synchronizer is complete and tested. Only the GDP Model MD2365A-08 Multi-ChannelPCI Bit Synchronizer Subsystem will work with this custom in-house software. The use ofanother company's bit synchronizer would require significant modification of existingcustom software.The cost to generate software to interface the LSP Telemetry architecture with anothermanufacture's bit synchronizer will be cost and time prohibitive. Extensive testing hasalready been performed to validate LSP Telemetry's data processing software thatinterfaces with the GDP Model MD2365A-08 Multi-Channel PCI Bit Synchronizer Subsystem.Any changes in our software architecture will invalidate the extensive testing that hasalready been performed. The delay required to re-perform validation testing is notpractical considering the Launch Services Program's current launch schedule.The Government intends to acquire a commercial item using FAR Part 12 and 13. Interestedorganizations may submit their capabilities and qualifications to perform the effort inwriting to the identified point of contact not later than 12:00 P.M. local time onFebruary 6, 2012. Organizations must demonstrate in writing the ability to meet thisrequirement and will be evaluated solely for the purpose of determining whether or not toconduct this procurement on a competitive basis. Such capabilities/qualifications will beevaluated solely for the purpose of determining whether or not to conduct thisprocurement on a competitive basis. A determination by the Government not to compete thisproposed effort on a full and open competition basis, based upon responses to thisnotice, is solely within the discretion of the government. Oral communications are NOTacceptable in response to this notice. All responsible sources may submit an offer whichshall be considered by the agency. An Ombudsman has been appointed.GDP's quote is due in writing to the identified point of contact not later than 12:00P.M. local time on February 6, 2012.
