- A/E sources sought on difficult structural analysis, blast resistance or blast hardening projects related to blast overpressure, fragment and/or debris loadings This is a SOURCES SOUGHT ANNOUNCEMENT, a Market Survey for written information only. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. No telephone calls will be accepted requesting a bid package or solicitation. There is no bid package or solicitation in order to protect the procurement integrity of any future procurement, if any, that may arise from this announcement, information regarding the technical point of contract will not be given and no appointments for presentations will be made. Responses received after this deadline may not be considered. Since this is a sources sought announcement, no evaluation letters will be issued to the participants. The desired capabilities are listed below: 1) Structural A-E shall: - Be available for consulting on technical approach that should be followed by NAVFAC ESC engineers on difficult structural analysis, blast resistance or blast hardening projects related to blast overpressure, fragment and/or debris loadings - Provide site visit services to establish building type, configuration, and preparation of as-built drawings if existing drawings are insufficiently detailed - Provide construction inspection services to make sure construction projects are following blast/fragment/debris resistant design details - Prepare Basis of Design Documents that involve the computation of blast/fragment/debris loads, and outlining proper methods required to perform structural analysis and design calculations related to blast overpressure, fragment and debris resistant design requirements - Review and comment on the correctness of design calculations and construction drawings developed to resist blast overpressure, fragment and debris loads 2) A-E shall have - Knowledge and experience with commercial structural design building codes and criteria & Knowledge and experience with Federal Unified Facilities Criteria, including: - UFC 1-200-01 General Building Requirements - UFC 1-300-09N Design Procedures - UFC 3-301-01 Structural Engineering - UFC 3-310-04 Seismic Design for Buildings - UFC 4-010-01 DoD Minimum Antiterrorism Standards for Buildings - UFC 4-010-02 DoD Minimum Antiterrorism Standoff Distances for Buildings - UFC 4-010-03 Security Engineering: Physical Security Measures for High-Risk Personnel - UFC 4-020-01 DoD Security Engineering Facilities Planning Manual - UFC 4-020-02FA Security Engineering: Concept Design - UFC 4-020-03FA Security Engineering: Final Design 3) A-E shall Demonstrate experience in the explosive safety community - Proficiency and experience with analysis of building and structural members to blast loads - Knowledgeable of procedures and methodologies of UFC 3-340-02, NAVSEA OP-5, DDESB DoD 6055.09-M, and DDESB Technical Papers - Ability to define blast design loads per UFC 3-340-02 based on quantity-distance relationships - Ability to quantify hazards generated by both confined and unconfined deflagrations of energetic materials (e.g. solid propellants, liquid propellants, energetic liquids) - Ability to conduct fragmentation analysis. Needs to have capability to generate design fragmentation, and be able to design mitigation measures and/or protective construction necessary to provide adequate protection - Ability to analyze glass and windows to determine the hazard level to personnel within a building; assess typical window damage; and analyze and predict the behavior of glazing under blast loads - Ability to perform calculations using WinGard, HazL, WinDas - Ability to perform calculations using engineering level codes SDOF methods, BlastX, Shock and Frang - Ability to perform simulations high fidelity physics based codes (i.e. LS-DYNA, CTH, Autodyn) - Ability to produce reports with information consistent with DDESB requirements
