Description
Market research is being conducted by the USCG, Command, Control, Communications and Computers (C4IT) Service Center, Acquisition Office located at USCG Command and Control Engineering Center (C3CEN), Portsmouth, VA to determine interest and capabilities of potential sources. The purpose of this Task Order under GSA Schedule 871, Professional Engineering Services, is to obtain contractor engineering support services to assist the United States Coast Guard (USCG) Command, Control, and Communications Engineering Center (C3CEN) with the Requirements Process Management & Systems Architecture Project (RPMSAP). The RPMSAP will include all aspects of the C3CEN engineering processes related to reviewing, updating, and documenting the RPMSA processes, as well as assisting C3CEN Product Line and Core Technology Managers with implementation of requirements processes. The system architecture engineering services will include the analysis, recommendation of best practices and tools, and documentation of architectures for C3CEN Product Lines and Core Technologies. The comprehensive RPMSA analysis and process documentation will include afloat and ashore systems related to Command, Control, Communication, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR), combat systems, machinery and navigation control systems, other shipboard and shore-based command center systems. The RPMSS contractor will perform four (4) general phases to analyze, recommend, document, and assist the requirements and architecture baseline for CG C3CEN systems. This work will require the efforts of one (1) Requirements and Process Analyst to provide onsite Requirements & Process Management Support Services and (1) Systems Architect to provide onsite Requirements and Systems Architecture Support Services for the Command, Control & Communications Engineering Center (C3CEN) in Portsmouth, Virginia. The work also requires additional professional engineering services for subject matter expertise and systems engineering for the purposes of analyzing current product lines and core technologies, recommending approaches for documenting the product lines and core technologies architectures, recommending and implementing best practices and tools used for the architectures. This synopsis is for informational planning purposes only and does not constitute a solicitation, or a commitment on the part of the government to later publish a solicitation, nor does it restrict the Government in any way as to its ultimate approach. Additional information regarding the minimum replacement requirements as well as the existing equipment requirements is attached. THIS IS NOT A REQUEST FOR QUOTE (RFQ). Firms responding to this announcement should include a capability statement, catalog information (ex: specs, diagrams, commercial price lists), brochures, approximate lead- time for the product, warranty terms, company name, cage code, address, point of contact (POC), telephone number, size standard (small business, 8(a) concern, veteran- owned small business, HUB Zone small business, small disadvantaged business, emergent business, women-owned small business or large business), number of employees and foreign or US owned/manufactured. The Government reserves the right to or not to set-aside any subsequent acquisitions based upon known sources and/or responses to this sources sought synopsis. Responses shall be no more than 10 pages and can include a checklist format. The government will not reimburse the costs of preparing or submitting a response to this synopsis. Any information submitted in response to this sources sought is strictly voluntary.
