- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The NAICS code is 722320 & 721110 and the size standard is less than $7.0 million. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26, effective 1 June 2008 & Class Deviation 2005-00001. Offers shall propose a firm fixed price for approximately 315 lodging rooms from 9-11 March 2012 (154 rooms Friday 09 March and 161 rooms Saturday 10 March). Preference would be a hotel facility that can host both the overnight rooms and the conference rooms to decrease risks and logistics of getting all families from their rooms to the conference. The event will need the following rooms with the requirements for each room listed below: 1.Three Conference Rooms - One main room. This room needs to be large enough to comfortably seat 300 people in half-rounds of 6. This room also needs to be setup with A/V capabilities (preferably wireless hand microphones and not lapels and the ability to use audio from a laptop), 2 large screens, a podium, and both the American and Montana Flag (American Flag set to audience left). Two Smaller rooms. These rooms need to comfortably seat up to 150 people per room and will also need a screen, A/V, and a podium. One six foot table without linen will be needed at the head of the main room. 2.Vendor and Break Room - We will need 25 tables setup with 2 chairs per table for the vendor area. No linens are needed, YRP will provide these. This can also be setup in a lobby area if a conference room is not available). A water station will need to also be setup in the vendor area. 3.Youth Room - This last room needs at least 4 to 5 rectangular tables setup around the edges of the room with outlet access and 2 to 3 round tables in the middle of the room somewhere. Linens are not required for the youth room (YRP will provide these). There needs to be enough floor area left open for floor activities and for the youth to move around. This space will need to accommodate approximately 30 youth and be a minimum of 1050 square feet. 4.Counseling Room - The event will need 1 board room or smaller meeting room. This room will be used for an on-site counseling room. This room will need a water bar available. This room will only have up to 3 people at a time using it. 5.Two Daycare Rooms - The event will need 2 board style rooms or smaller meeting rooms for the daycare area. These rooms cannot be sleeping rooms with beds. If sleeping rooms will need to be used, beds must be removed. These two rooms will be used for small children and infants. The two rooms for the children need to be close to restrooms. These rooms must have all outlets covered. Water will also need to be provided in these two rooms (with plastic or Styrofoam cups and not glass). The children's lunch and snack bar listed below will also need to be provided in one of these rooms. Please ensure that one of these rooms has a table setup for children to eat at. This space will need to accommodate approximately 30 children and be a minimum or 1050 square feet. A 6 foot table will be needed outside one Daycare Room both days. 6.Registration Room / Area - The event will need a registration area. This can be setup in front of the main conference room. Three tables are requested with 4 chairs. Linens are not needed (YRP will supply these). 4. The event will need a taco bar/ pasta style lunch buffet for 300 people on Saturday at 1100 in or close to the event conference room, coffee & water bars set-up in the main conference room by 1000 and in smaller conference room by 1330. They will need to be maintained throughout the day. A snack bar will need to be set-up in the main conference room at 1500 on the 10th and 1000 on the 11th. Please also have a child friendly lunch setup in the daycare room at 1130 on the 10th with juice or milk and a snack bar setup at 1500 and a snack bar again on the 11th at 1000. Water needs to also be setup both days in the Youth rooms as well. The Youth Room will require a snack bar on the 10th at 1500 and on the 11th at 1000. Water and coffee bars need to be setup again in the main conference and one of the smaller conference rooms on March 11th by 0830 and maintained up to 1200. Synopsis: 1. The Montana National Guard anticipates purchasing from a single vendor, approximately (not to exceed) 315 lodging rooms. 2.The event will need a taco bar/ pasta style lunch buffet for 300 people on Saturday at 1100 in or close to the event conference room. All the meals will be served at the vendor's facility. 3.Coffee & water bars set-up in the main conference room by 1000 and in smaller conference room by 1330. They will need to be maintained throughout the day. 4.A snack bar will need to be set-up in the main conference room at 1500 on the 10th and 1000 on the 11th. 5.Water needs to also be setup both days in the Youth rooms as well. The Youth Room will require a snack bar on the 10th at 1500 and on the 11th at 1000. 6.A child friendly lunch setup in the daycare room at 1130 on the 10th with juice or milk and a snack bar setup at 1500 and a snack bar again on the 11th at 1000. 7.Water and coffee bars need to be setup again in the main conference and one of the smaller conference rooms on March 11th by 0830 and maintained up to 1200. 8.The quality and serving portions of the meals must be equivalent to commercially available prepared meals. 9.Vendor shall provide a conference room and setting to host up to 300 persons from 10-11 March 2011. 10.The serving times of the meals must be flexible depending on the needs of the Yellow Ribbon Program. 11.Vendor will invoice meals by date and type. 12.Point of Contact (POC) will provide vendor with head count personnel and sign-in sheets for meals. Participants will sign a different sign-in sheet for each meal. POC will coordinate with vendor to adjust number of meals as necessary. 13.Room rental for 315 lodging rooms from 9-11 March 2012 (154 rooms Friday 09 March and 161 rooms Saturday 10 March). 14.Conference space as follows: three conference rooms, vendor and break room, youth room, counseling room, two daycare rooms, and registration room / area. The conference space requirements are described in greater detail above. The provision of 52.212-3 Alt I, Offeror Representations and Certifications-Commercial Items (April 2002) applies to this RFQ. 52.212-3 Alt I clause needs to be completed and a signed copy of this provision shall be submitted with any offer. 52.212-2, Evaluation - Commercial Items (Janaury 1999). The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors are considered. The following factors shall be used to evaluate offers: Price and Technical Capability. If products from offerors are found to be technically equivalent, price will be the determining factor.
