- Purpose of the Announcement: In accordance with the FAA Acquisition Management System (FAAAMS) paragraph 3.2.2.4, to inform industry of the basis of the FAA's decision to contract with a selected source via single source procedures. The FAA intends to award a single source contract to AirTopSoft. ANG-C41 is part of the Advanced Operational Concepts Division which performs development and validation of Next Generation Air Transportation System (NEXTGEN) concepts. The AirTopSoft Simulation Tool meets all of the requirements. These requirements include: -Airport Surface movement model that provides a flexible user rulebase to simulate NEXTGEN concepts-AGENT-Based system that allows for higher fidelity of actors roles in ATC (Controllers, Pilots, etc.)-A model that combines higher fidelity airport surface, terminal, and en-route operations-A higher fidelity terminal area simulation-The simulation of ground vehicles-Ability to calculate controller taskload Airtopsoft is the developer and only supplier of the simulation tool, consequently, Airtopsoft is the only company that can supply the Airtopsoft software license. A full and open competition is not available for this requirement. If your firm does not agree with the single source determination, please provide evidence of your firms' capabilities and experience in providing the above services. The FAA will evaluate them accordingly. All responses to this announcement must be directed to karen.mercer@faa.gov no later than 2PM EST Standard Time, February 8, 2012.
