- This is a pre-solicitation notice prepared in accordance with the format in FAR Subpart 15.2, as supplemented with additional information included in this notice. Synopsis is as follows. A separate written solicitation M67400-12-R-0002 will be issued as a Request for Proposal on or after 06 Feb 2012. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-55, and DPN 20120130. DPAS Rating is DO-S10. The North American Industrial Classification System codes are 493110. This procurement constitutes Item 0001 and 0002 for base year with four (4) one-year option periods. Required Items and Descriptions are as follows. The proposed acquisition is for the procurement of Inventory and Staging Services for the Combat Ready Staging Program (CRSP) in support of the III MEF by the Corrosion Management Branch (CMB) located in Camp Kinser, Okinawa, Japan. The Government requirement is to establish a Firm-Fixed Price Requirements Contract with a single Contractor to provide organizational level combat ready staging services of Government-owned vehicles, equipment, and components for III Marine Expeditionary Force (III MEF), Okinawa, Japan. Staging services include, but are not limited to the inventory of equipment; inspection of equipment in inventory; the induction into repair and inventory of equipment, and the exercise and operation of equipment in inventory. CLIN 0001:Basic Monthly Charge, CLIN 0002:Premium Monthly Fee, Note: Contractor s must possess a Japanese business license or otherwise have authorization to perform services in Japan in accordance with DFARS 252.225.7042 Clause entitled, Authorization to Perform . The Government intends to make single award to the responsible offeror which is the most advantageous to the Government on the basis of best value evaluation process. The Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) provisions and clauses apply to this acquisition. Responsible Offerors must be active in the Central Contractor Registration in accordance with DFARS 252.204-7004 unless you qualify under an exemption. DUNS, TIN and CAGE Code must be written on submitted proposal. The solicitation (Request for Proposal), when it is released it will be available electronically at the following web sites https://www.neco.navy.mil and/or http://www.fedbizopps.gov/ under solicitation M67400-12-R-0002. The solicitation also will be e-mailed upon a written request to the Point of Contact listed. Proposals can be mailed, faxed, or e-mailed to the Contracting Office, U.S. Marine Corps RCO, MCB CAMP S. D. BUTLER, PSC 557 BOX 2000, FPO AP 96379-2000. Propoals must be received no later than 15:00, Japanese Standard Time of solicitation closing date.
