Description

Please include 2012-01-DHS in the subject line for any email submitted in response to this Announcement. All questions MUST be submitted via email to Thomas Sheffer to receive an answer. Sponsor: The Center for Commercialization of Advanced Technology (CCAT) on behalf of the Department of Homeland Security, Science and Technology Directorate TechSolutions program (DHS TechSolutions) is sponsoring a nationwide solicitation seeking rapid development of a technological solution that addresses a critical First Responder capability gap, as defined in the Operational Requirements Document (ORD) for the solicitation topic listed below. The solicitation is being administered by San Diego State University Research Foundation (SDSURF) under the auspices of the Cooperative Agreement N66001-08-02-0058 issued by SPAWAR Systems Center Pacific (SSC Pacific) for the CCAT program. Solicitation Open/Close Dates: Posting Date 8 February 2012 Closing Date 15 February 2012 Proposals must be submitted electronically no later than 4:00 p.m. Pacific time on Wednesday, February 15, 2012. Proposals received after the closing date will not be evaluated. Issue: Manually placing and controlling charged large diameter hoses (LDH) requires significant effort and can place firefighters in danger when in close proximity to a fire. This lack of mobility limits the ability to fight fires, as well as endanger firefighters by placing them close to the hazard. To address this issue, a detailed ORD was developed for use in this solicitation by interested applicants in developing their proposed technical solution. The following solicitation topic is also a link to the ORD for use in the preparation of an application. Solicitation Topic: Remote Access Firefighting Assistance Vehicle (RAFAV) Objective: The objective is to develop a remote controlled vehicle that can drag and maneuver LDH with the ability to discharge water in a controlled manner via nozzle and provide multiple connections for smaller hoses (1.75 inches) for far forward water supply. It shall operate as a moving "fire hydrant" that doubles as a small truck and mobile high volume fire nozzle. It will be remote controlled by a firefighter with full control of its functions and maneuverability. It is envisioned that the remote controlled vehicle would be roughly 1000 pounds in weight. Number of Awards: One award is intended to be issued based on the quality of the applications, individual funding requests, and total availability of funds. A maximum subaward agreement to be awarded under this solicitation will not exceed $125,000. However, CCAT is not obligated to make any awards if it is deemed no acceptable proposals were received. Types of instruments that may be awarded: The intention of this solicitation is to establish "Subaward" agreement under the Cooperative Agreement N66001- 08-02-0058 issued by SSC Pacific to SDSURF under the terms and conditions of the Department of Defense Grants and Agreements Regulations (DoDGARS) 3210.6. Period of Performance: It is anticipated that the performance of the award shall not exceed four (4) months; but may vary depending on the approved scope of work. Place of Performance: We anticipate that the award will be performed principally at the awardee's primary location. Status meetings and deliverables, as specified on a per project basis, may be required at a designated alternative facility; e.g., field testing of technologies by end-users in an operational environment in a post award. Awards and Services: Proposals for funding up to a maximum of $125,000 will be accepted for consideration. It is anticipated that selected company will receive funding for adaptation of an existing product to include internal testing. Additionally, customized services to include such items as marketing, business planning, venture-fund networking, etc. will be provided during the award performance period to facilitate the transition of the technical solution to the marketplace Post Award Operational Field Assessment: After completion of the pre- production prototype funded by the award, DHS TechSolutions will coordinate an operational field assessment. The device should be made available for up to 5 business days to support the assessment. In addition, it is requested that the company have the prototype available for up to 6 domestic demonstrations to be conducted over a post-completion 12-month period. The device should be made available with 2 week's notice of a request from DHS TechSolutions and remain available for up to 5 business days to support operational field assessments. Evaluation, Negotiation, and Award: Awards will be based on the quality of the application, applicability of the proposed technical solution, qualifications and experience of the Offeror, and other relevant factors as specified in the solicitation instructions that collectively validate the viability of the proposal. Evaluation, negotiation, and award in connection with this solicitation will be performed by the CCAT project team with participation of independent subject matter experts and representatives of DHS TechSolutions, and other government officials, as needed. Proposal Preparation: Each applicant will be required to submit a proposal following the guidelines outlined in the solicitation instructions and other documents, available on line at: www.ccatsandiego.org/dhs_sol.html. The application should be completed and transmitted via email to the CCAT program office no later than 4 p.m. Pacific Standard Time on February 15, 2012. Foreign Concerns Participation by foreign persons are advised that their participation may be subject to Export Control restrictions. Any such restrictions shall be reviewed on an individual award basis.
