- This is a scanned copy of the RFI for Emergency Boiler Rental Request for Information / Sources Sought Notice Emergency Boiler Rental The General Services Administration, Heating Operations and Transmission Division (HOTD), has the following requirement for Emergency Boiler Rental. Location(s): GSA / HOTD 13 th & C STS, SW Washington DC, 20407 THIS IS NOT A SOLICITATION ANNOUNCEMENT. THIS IS "SOURCES SOUGHT" REQUEST. ANY RESPONSE TO THIS RFI / SOURCES SOUGHT NOTICE WILL BE USED BY THE GOVERNMENT AS MARKET RESEARCH, FOR INFORMATIONAL PURPOSES AND TO MAKE APPROPRIATE ACQUISITION DECISIONS. Background : GSA-Central Heating and Refrigeration Plant (CHRP) has 6 boilers, which supply saturated steam at 250 psig. It has about one million pounds of steam per hour winter peak load, and summer load is about 210,000 lbs/hr. Capacity of these boiler's are: two (2) - 400,000 lbs/hrs each, two (2) -225,000 lbs/hr each and two (2) -180,000 lbs/hr each. CHRP is in the process of repairing these boilers. In case any of these boilers suffers extensive damage and/or under repair, CHRP wants to substitute its steam lost capacity with the rental boilers. Summary of Anticipated Requirement : CHRP has prefabricated and installed the stub-outs (connections) for steam, feedwater, fuel oil, natural gas, stack pipes and condensate/blowdown, etc., inside the plant for quick connection to the rental boiler(s). If/when Contracting Officer issues a task order directing boiler operations, Contractor will be required to provide up to 150,000lbs/hr saturated steam capacity at 250 psig at the plant steam header on a 24 hours a day basis, including weekends and holidays. Such boiler coverage will need to be provided within 48 hours of task order issuance. Each boiler shall have steam producing capacity between 70,000 lbs/hr and 75,000 lbs/hr packed water tube boilers. Boilers must be able to operate on #2 fuel oil or natural gas. The Contractor shall be required to fabricate parts and make all connections between the rental boilers and exiting stub-outs, located inside the plant building. Any other connect/stub-out, for connecting the rental boilers to the plant systems shall be contractor's responsibility. Contractor shall be responsible for fabricating and install/erect breeching/stacks between temporary boilers and government provided stacks. Contractor shall bring these breeching/stacks to the site and erect them at each call for the rental boilers, and after each rental period, contractor shall disassemble these breeching/stacks and store them in their storage yard along with the boiler in an orderly manner. Contractor shall provide automatic controls in the boiler control room for the boilers and steam headers for modulating its boilers with the CHRP boilers (header pressure, Plant Master, etc.). Boiler controls shall be direct digital control (DDC), with automatic/supervised firing capability. Boilers shall have the flame/burner safety control per the NFPA codes. Boiler control panel shall come with a modem to allow for remote monitoring at the CHRP's control room/booth. The Government shall have the option to elect that the Contractor provide all water treatment and pumping equipment, including feedwater pumps, condensate receiving/storage tank/pumps, condensate return piping isolation valves, etc., in order for the CHRP to perform repair work on its water treatment and feedwater equipment. If such an option is exercised, the Contractor shall provide an operator to treat all condensate return (estimated as 40%) and make-up water to protect his boilers. Contractor shall anticipate treating 100% of the city water. The Contractor shall comply with the Washington, DC, Department of Environment, Air quality Division permit requirements to construct/operate boilers and associated equipment. Estimated Term of Services: Services are to be provided during the winter and summer as needed with option period for additional years.
