Description
This Request for Quote (RFQ), N00104-12-Q-Q309, is for Brand Name Mathworks ™ MATLAB software licenses and maintenance support in accordance with the procedures in FAR Part 13, Simplified Acquisition Procedures and supplemented with additional information included in this notice. This announcement constitutes the only RFQ; said licenses and maintenance are to be purchased for the Fleet Numerical Meteorology & Oceanography Center (FLENUMMETOCCEN) located in 7 Grace Hopper Ave., Monterey, CA 93943-5501. The NAICS code associated with this purchase is 511210; Software Publishers. NAVSUP Weapon Systems Support - Mechanicsburg intends to solicit on a BRAND NAME basis for Mathworks ™ MATLAB software licenses and maintenance support from only AUTHORIZED RESELLERS; see below and attached for specifics. Maintenance will be provided by Mathworks, Inc. Third Party maintenance is NOT acceptable. This requirement is Open Market. See ATTACHMENT (A) for details. Quotes against GSA, ITES or other pre-existing contractual vehicles are NOT acceptable. A Firm Fixed Price Purchase Order is contemplated for the proposed contract vehicle; anticipated award date is on or about February 28, 2012. Period of Performance for this requirement is for a base period of one year from date of award, with two 1-year options. Evaluation will be based on the Lowest Price Technically Acceptable offer. Evaluation will be INCLUSIVE of options and past performance. FAR 52.217-5, Evaluation of Options (Jul 1990) applies. For questions regarding this RFQ, contact Brittany Schofield, Contract Specialist @ phone: (717)605-5572. 508 STATEMENT: The customer for this requirement is Fleet Numerical Meteorology and Oceanography Center (FLENUMMETOCCEN) in Monterey, Ca. The mission of FLENUMMETOCCEN is to collect, interpret, and apply global atmospheric / oceanographic data / information in support of strategic and tactical warfare and peace-keeping initiatives. FLENUMMETOCCEN is the Department of Defense's (DoD) principal operational processing center for automated numerical meteorological and oceanographic analyses and predictions. Around-the-clock operational oceanographic and meteorological support is provided to the US Navy, other US Government agencies, as well as elements of the armed forces of allied nations. This support consists of running regularly scheduled large environmental numerical global forecast models for ships, aircraft, and other forces throughout the DoD. Greater emphasis on preparation of, and reaction to, regional conflicts and the littoral threat has resulted in a greatly increased demand for high resolution coupled model meteorological guidance and forecasts, as well as oceanographic support to tactical coastal operations. FLENUMMETOCCEN requires Mathworks MATLAB licenses software and maintenance. The software and maintenance provided by this procurement is in direct support of the Fleet Numerical mission. FLENUMMETOCCEN is using the equipment to provide weather and oceanographic data to ships at sea and troops in the field. As such, the Nation Security System exemption applies. PAPERLESS CONTRACTING ALL CONTRACTUAL DOCUMENTS (I.E. CONTRACTS, PURCHASE ORDERS, TASK ORDERS, DELIVERY ORDERS AND MODIFICATIONS) RELATED TO THE INSTANT PROCUREMENT ARE CONSIDERED TO BE "ISSUED" BY THE GOVERNMENT WHEN COPIES ARE EITHER DEPOSITED IN THE MAIL, TRANSMITTED BY FACSIMILE, OR SENT BY OTHER ELECTRONIC COMMERCE METHODS, SUCH AS EMAIL. THE GOVERNMENT'S ACCEPTANCE OF THE CONTRACTOR'S PROPOSAL CONSTITUTES BILATERAL AGREEMENT TO "ISSUE" CONTRACTUAL DOCUMENTS AS DETAILED HEREIN. BRAND NAME STATEMENT The Fleet Numerical Meteorology and Oceanography Center (FLENUMMETOCCEN) modeling, climatology, and satellite teams require MATLAB software to perform analyses to improve climatology accuracy and product support. Other software tools were investigated, but MATLAB is widely used software tool for large data set visualization and analysis. In addition, the Coupled Ocean/Atmosphere Mesoscale Prediction System Wave Watch 3 Grid generation tool is run using MATLAB; without MATLAB, this tool cannot be run operationally. Further, FLENUMMETOCCEN's partners, including the Naval Research Laboratory and Naval Postgraduate School, use MATLAB in their work; this procurement will allow FLENUMMETOCCEN's scientific community to collaborate with their partners locally.
