Description
The Centers for Disease Control and Prevention (CDC) Office of the Director (OD) National Centers for Birth Defects and Developmental Disabilities (NCBDDD) Disease Prevention and Health Promotion (NCDPHP), Division of Human Development and Disability (DHDD) Child Development Studies Team (CDS) contemplate award of a Firm Fixed Price Sole Source Purchase Order to The University of California. The work shall be performed at the Contractor's facility. The Period of Performance shall be for 580 days, March 1, 2012 - September 30, 2013. The North American Industrial Classification Standards (NAICS) Code is 611310 and Standard Business Size of $7M. The sole source award will be conducted in accordance with FAR Part 13.106-1(b) only one responsible source and no other supplies or services will satisfy agency requirement. This requirement is a continuation of services already provide and is not set aside for small businesses. Legacy for ChildrenTM (Legacy) was designed as a randomized controlled trial (RCT) to test the hypothesis that the Legacy parenting intervention model may improve outcomes in early childhood development. The Legacy RCT had a pilot phase and a main study phase, resulting in the development and implementation of the Legacy Curricula (one developed by the University of Miami and the other by the University of California at Los Angeles). A Legacy-Early Head Start feasibility project has been underway since January 2011 and uses the two curricula with first-time Legacy implementers/grantees... The contractor shall provide all labor, equipment, materials, supplies, and perform all work required to provide on-going technical assistance and training on the University of California developed Legacy for ChildrenTM parent training curriculum. The contractor shall develop a technical assistance plan, provide on-going technical assistance for the implementation of the Legacy program; provide training to Legacy Early Head Start project grantees, on and off site; and work with CDC to make modifications to the University of California curriculum, as needed. The contractor shall possess the following qualifications: Experience in implementing CDC's Legacy for ChildrenTM program; staff trainers and technical assistance providers who have previous experience implementing Legacy; experience providing training for trainers; ability to provide technical assistance to communities; and expertise in early intervention and/or child development CDC is not requesting competitive proposals and no solicitation is available. Firms that believe they can provide the services required are encouraged to identify themselves and give written notification to the Contracting Officer no later than 2:00 PM Eastern Standard Time, by February 15, 2012. Determination not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Respondents will assume all financial costs for preparing a response to this notice. The U.S. Government assumes no financial obligation for the preparation and distribution of prepared responses.
