- The USCG intends to issue a sole source fixed price contract under Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, to Jemal Lazriv Water, LLC, 702 H St NW, Washington, DC 20001 for secure indoor parking spaces at the Jemal Building located at 1900 Half Street, SW, Washington, DC on February 29, 2012. USCG’s parking requirements are for 369 indoor parking spaces in a safe and secure environment within one block of the Jemal Building for USCG personnel working in the building. The indoor parking spaces must be accessible with drive-in/drive-out capabilities twenty-four (24) hours per day, seven (7) days a week (including holidays), have 24 hour security (confirmed by surveillance cameras), overnight parking and provide for self parking. All USCG personnel will have access to the indoor parking at 1400 daily. USCG will request a written quote from Jemal Lazriv Water LLC to procure 369 indoor parking spaces on a sole source basis under 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. The reason for this sole source is there is only one source. The firm fixed price contract period of performance is a base year with two option years. Each of the two option years will have the option to either exercise one full year option or 12 one-month options at a total estimated maximum cost of $3,312,144. The contract variable period of performance will enable the USCG to adjust to potential changes to the USCG HQ move schedule to St. Elizabeth’s. Contractors interested in this requirement should submit a capability statement, proposal or quotation which provides clear and convincing evidence they can meet the requirement via email to the Contract Specialist at Katherine.K.West@uscg.mil no later than 1400 on February 9, 2012. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received by the response date.
