- This synopsis is issued in accordance with FAR Part 5.203 in response to the mandatory requirement for a 15 day pre-solicitation notification. The purpose of this synopsis is to announce the Federal Communications Commission (FCC) intent to issue a solicitation for a Full and Open Competition to procure the services of a contractor to support the administration of the North American Numbering Plan. As a result of this solicitation, the FCC intends to award one Firm Fixed Price contract. The anticipated period of performance will not exceed 60 months and will consist of a 12 month base period and four (4) one (1) year option periods. The solicitation will be issued on or after February 20, 2012. The overall objective and scope of this acquisition is: The Federal Communications Commission (FCC) intends to select a Contractor to assume the roles and responsibilities of the North American Numbering Plan Administration (NANPA). The Contractor shall develop a North American Numbering Plan (NANP) system and operate it as the NANPA. The Contractor shall take over the NANPA functions from the current contractor seamlessly after developing the system. The NANP Administration system requirements and NANPA functions are detailed in the NANPA TRD. The solicitation will be released electronically via this Government Point of Entry (GPE) otherwise known as Federal Business Opportunities or www.fbo.gov. As such, no written, telephonic or other type of request for an advance copy of the solicitation will be entertained at this time. Potential offerors/vendors are encouraged to register on www.fbo.gov to receive any further information in reference to the subject action inclusive of any announcements, and/or amendments to the solicitation after its release. This requirement is for a full and open competition procurement pursuant to NAICS code 541611 with a size standard of 500 employees.
