- The Department of Homeland Security (DHS), United States Coast Guard (USCG) Navigation Center (NAVCEN) is issuing a combined synopsis/solicitation for commercial items prepared in accordance with the Federal Acquisition Regulation (FAR) part 12.6. This announcement constitutes the only solicitation, offer(s) being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation and incorporates provisions and clauses are those in effect through Federal Acquisition Circular 05-50. This requirement is being solicited as a Total Small Business Set-aside using Simplified Acquisition Procedures per FAR Subpart 12 & 13.5. The applicable North American Industry Classification Standard (NAICS) code is 488390. The Small Business Size Standard for NAICS 488390 is $7.0 million. This requirement is for a firm-fixed price contract. It is contemplated that award shall be made utilizing Simplified Acquisition Procedures, best Value will be used to evaluate offers. A formal notice of changes, if applicable will be issued via amendment(s) to FedBizOpps. USCG Navigation Center (NAVCEN) is seeking a source and price quote to provide Admiralty Raster Chart Service (ARCS) for use with Electronic Integrated Navigation Systems (ECINS) on board United States Coast Guard (USCG) cutters. ARCS is the sole source of electronic chart data compatible with USCG ECINS systems and is used to provide complete geographical coverage of USCG cutter remote operating areas. Service is for worldwide electronic chart coverage of navigable waters and is to include monthly chart corrections reflecting permanent changes to navigation data. Three (03) ARCS licenses are sought for the period of March 1, 2012 thru February 28, 2013.
