- 1. General Information The Missile Defense Agency (MDA) Directorate for Engineering (DE) is conducting market research to determine previously completed research and capability development for the measurement, characterization, and/or modeling of atmospheric signal extinction and/or scattering in the infrared and visible spectra.   2. Background The Missile Defense Agency (MDA) is responsible for developing an integrated Ballistic Missile Defense System (BMDS), integrating land, sea, air, and space based assets to defend the United States, friends and allies, and deployed forces from ballistic missile attack. 3. Description Request for Information. The purpose of this announcement is to obtain insight into atmospheric phenomenology and its effects on sensors operating in the visible and infrared spectra, specifically signal extinction and scattering. Phenomena of particular interest include sub-visual cirrus clouds, contrails, and dust/particulates. MDA is interested in acquiring models of atmospheric content, transmission, signal extinction, and biases as applicable to IR and visible sensors. Previously developed models, capabilities to support model development, and atmospheric research/measurements to anchor models should be submitted. Models should be anchored with atmospheric measurements. Information on partial solutions will also be welcomed. 4. Desired Information A. Introduction Brief description of capability or scope of work previously conducted. B. Technical Capability The technical capability will describe the solution suggested by the respondent for the topics described in Section 3. The response should include an overall description of the hardware/service and provide detailed technical data on the topic. C. Cost Estimates/Historical Costs As part of the review process the Missile Defense Agency requires some basic cost estimates (ROM level) to assist in the development of the acquisition strategy. The interested parties should provide an estimate that highlights initial capability, availability, and related costs in each area they can support. D. Previous Experience Detail relevant experience with similar projects and include the following information as applicable: government contract number, contract value, and role your company played. E. Responses It is requested that written responses be submitted as an attached Microsoft Word document, limited to 20 pages, via email (classified addendums may be submitted via mail using the mailing address below if classified email is not available). There are no other prescribed format requirements for the response to this announcement. Responses are expected to consist of an unclassified white paper and a classified addendum (if applicable). Responses should be classified no higher than collateral SECRET and should identify areas which might be subject to data limits or restrictions. The 20 page limit encompasses all submissions; unclassified white papers and classified addendums. Page limitations include all information except the following: title page, table of contents, index, and cost estimate. Compensation This RFI is a market research announcement for informational planning purposes and does not constitute a Request for Proposal, nor is it to be construed as a commitment by the Government. Information submitted will be considered an exchange of capabilities. No solicitation will be issued at this time. Participation in this effort is strictly voluntary. All costs associated with responding to this RFI will be solely at the respondent's expense. 7. Government Information You are encouraged to provide information not constrained by proprietary data rights. If proprietary data is included in the reply, respondent is responsible for appropriate markings. MDA support contractors will assist the Government in the review of your response. MDA support contractors include: Aerospace Corporation, Georgia Tech Research Institude, and MIT/Lincoln Laboratory. All of the support contractors and their employees have agreed to protect proprietary information from unauthorized use and disclosure. Unless clearly marked otherwise, submission of a response to this RFI signifies agreement to allow personnel from the above-listed firms and personnel from MDA to use the information 8.
